Adopt Resolution Authorizing City Manager to Execute Professional Services
Agreement for Detailed Design Services for Mclane Substation Upgrade Project
with Leidos of Hendersonville, Tenn. ($52,125), and Appropriating Funds ($52,125)
RECOMMENDED ACTION Adopt a resolution authorizing the City Manager to execute a
professional services agreement for detailed design services for the
Mclane Substation Upgrade Project with Leidos of Hendersonville,
Tenn., in an amount not-to-exceed $52,125, and appropriating
funds in the amount of $52,125.
BACKGROUND INFORMATION: The Mclane Substation circuit breakers and relay protection
equipment are approximately 40 years old and prone to abrupt
failure.
On November 1, 2017, the City Council approved a contract with Leidos to provide conceptual design to
upgrade the existing facilities at the Mclane Substation. The conceptual design was completed and
Leidos provided bid documents which staff utilized to invite bids for construction. On July 17 , 2019 the
City Council awarded the construction bid, authorized change orders and appropriate funds for a total
project budget of $1.8 million. Lodi Electric Utility (LEU) staff is now proposing to enter into a professional
services agreement with Leidos to provide "for construction" detailed design drawings for the project.
These additional services, including the requested appropriation, will result in a revised project budget of
$1,852,125.
Pursuant to Lodi Municipal Code, Section 3.20.075, engineering service contracts are exempt from
advertising and bidding requirements and shall be awarded on the basis of professional qualifications
and experience, quality of service, past performance, and negotiated prices.
Leidos has provided a high quality of service during the conceptual design phase and due to their
familiarity with the project, they are the most qualified to provide the detailed design drawings. Leidos has
extensive experience and a proven track record of providing such design services for similar projects with
other electric utilities.
This project is in accordance with LEU's Strategic Plan whereby LEU will design, operate, and maintain
the distribution system to ensure reliable electric service.
FISGAL IMPACT:Not to exceed 952,125.
Additional $52,125 appropriation requested from LEU Fund Balance (Fund
500) to LEU Capital Fund 501 (Project No. EUCP-18148).

RESOLUTTON NO. 2019-180
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT
FOR DETAILED DESIGN SERVICES FOR MCLANE SUBSTATION UPGRADE
PROJECT WITH LEIDOS, OF HENDERSONVILLE, TENNESSEE; AND
FURTHER APPROPRIATING FUNDS
WHEREAS, on November 1, 2017, the City Council approved a contract with Leidos to
provide conceptual design to upgrade the existing facilities at the McLane Substation; and
WHEREAS, the conceptual design was completed and Leidos provided bid documents
which staff utilized to invite bids for construction; and
WHEREAS, on July 17,2019, the City Council awarded the construction bid, authorized
change orders, and appropriated funds for a total project budget of $1.g million for the
Mclane Substation Upgrade Project; and
WHEREAS, Lodi Electric Utility (LEU) staff recommends entering into a professional
services agreement with Leidos to provide "for construction" detailed desigñ drawings; and
WHEREAS, pursuant to Lodi Municipal Code, Section 3.20.075, engineering service
contracts are exempt from advertising and bidding requirements and shall be awarded based

and negotiated prices; and
WHEREAS, Leidos has provided a high quality of service during the conceptual design

WHEREAS, staff also recommends the City Council appropriate funds in the amount of
$52,125 from LEU fund balance (Fund 500) to LEU Capitat Fund 501 (project No. EUCp-
18148) for Fiscal Year 2019120 to be added to the existing $1.8 million bu-dget for project
No. EUCP- 18148, for a total approved project budget of $1 ,9S2,1 25.
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute a professional services agreement for detailed desigñ
services for the Mclane Substation Upgrade Project with Leidos, of Henderdonville, Tennessãe
in an amount not to exceed $52,125; and
BE lT FURTHER RESOLVED that the Lodi City Council does hereby authorize an
additional appropriation for the McLane Substation Upgrade Project, in the amoúnt of $52,125,
as set forth above; and
BE lT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to continue budget authority up to the full project budget for this project from
fiscal year to fiscal year until such point as the project is complete and is accepted' by Council.
At such time, all unspent budget authority will return to the fund for re-appropriatión by the
City Council.
