RECOMMENDED ACTION Adopt resolution authorizing City Manager to rescind Resolution
2019-86 and purchase of Rubrik data backup appliance and cloud
management from ePlus Technology, lnc., of Rocklin, to upgrade
the City's data backup services ($148,847.59.)
BACKGROUND INFORMATION: The City is reliant on a functioning network of backup systems to
prevent the loss of City data during disaster recovery. The backup
system is designed to recover from "catastrophic loss," meaning
complete destruction of an application server or data storage device due to cyber-attack or system
failure. lt also protects against loss of data due to hardware failures within the City's data center. Data
backups can also protect against the loss of data due to human error.
The current data backup system is at its end of life and is longer supported by the manufacture. Staff is
unable to get technical support or updates for the software. The system also has limited functionality for
cloud backups for offsite storage.
Staff evaluated four solutions on the market that are compatible with the City's Dell storage area network
(SAN) and Dell FS8600 file server appliance. These solutions were judged against the following criteria:. On-premise Disk-to-Disk with cloud connectivity for offsite storage. nbility to support Microsoft Hyper-V virtual environment for snapshot backups. Ability to perform on{he-fly granular restore. Single administration interface system management. Cloud disaster recovery integration and be cloud vendor agnostic. Ability to recreate servers in the cloud environment in the event of on-premise hardware failure
Staff had originally suggested purchasing CommVault HyperScale Appliance in Resolution 2019-86. lt
was only after the resolution was passed that staff was presented with an opportunity to view a
demonstration of a different back up system that was not part of the original search. The Rubrik system
offered a better interface for management and recovery that was less complex than CommVault. Staff
then visited the l.T. staff at the City of Stockton for a demonstration of how Stockton uses Rubrik to
secure backups and restore. After viewing how City of Stockton uses Rubrik, staff recommended that we
move fonuard with purchasing Rubrik. Rubrik in turn also offered a lower price point.

Staff suggests purchasing Rubrik Appliance from ePlus Technology. This system met requirements and
functionality needed in a backup solution. Rubrik offered the most simplified interface for administration,
lessening the need for in depth training on a proprietary system. Rubrik offers a three-year subscription
and support that includes a software suite that aides in cloud management for the storage of the City's
back-ups offsite in the cloud. Rubrik was recommended by l.T. staff from City of Stockton and University
of the Pacific.
FISGAL IMPACT:A functioning data backup system is critical to City operations. A data
backup system prevents the loss of critical data used to collect income, pay
debtors and operate payroll. Without a properly operating backup system,
the City would not be able to recover from a cyber-attack, hardware failure,
human error or natural disaster.

NO. 2019-86 AND AUTHORIZ¡NG THE C¡TY MANAGER TO PURCHASE
RUBRIK DATA BACKUP APPLIANCE AND CLOUD MANAGEMENT, WITH
THREE-YEAR SUPPORT AGREEMENT, FROM EPLUS TECHNOLOGY, INC.,
OF ROCKLIN, TO REPLACE CURRENT BACKUP SYSTEM
WHEREAS, the City is reliant on a functioning backup service to prevent the loss of
City data during disaster recovery; and
WHEREAS, the current backup system is at its end of life and is no longer supported
by the manufacturer; and
WHEREAS, four backup solutions compatible with the City's storage area network and
Dell FS8600 file server appliance were reviewed by lnformation Technology staff:

WHEREAS, staff recommends that the City Council approve the purchase of the
Rubrik appliance because the system meets the City's requirements and functionality needed
in a backup solution; and
WHEREAS, staff originally suggested purchasing CommVault HyperScale Appliance,
which was approved by Council through Resolution No. 2019-86; however, the Rubrik system
offers a better interface for management and recovery that is less complex; and
WHEREAS, staff recommends rescinding Resolution No. 2019-86 and authorizing the
City Manager to purchase the Rubrik data backup appliance and cloud management, with
three-year support agreement, from ePlus Technology, lnc,, of Rocklin, in the amount of
$148,847.59.
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby
rescind Resolution No. 2019-86; and
BE lT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to purchase the Rubrik data backup appliance and cloud management, with a
three-year support agreement, from ePlus Technology, lnc., of Rocklin, California, in the
amount of $148,847.59.
