RECOMMENDED AGTION: Adopt resolution authorizing City Manager to execute Professional
Services Agreement with Carollo Engineers, lnc., of Walnut Creek, for
ultra violet disinfection replacement study, in the amount of $48,500.

disinfection system. The existing system was installed in 2005 and is
considered "first generation" technology. While still functional, the system is outdated and is not as efficient
as facilities utilizing new technology. Staff is interested in evaluating the existing system to determine if the
benefits associated with the system's replacement warrant the cost.
An evaluation of the UV disinfection system at the WSWPCF will utilize the parameters considered to size a
replacement UV disinfection system; including, flow, UV dose, UV transmittance (UVr), UV equipment
design factors (quartz sleeve fouling and end of lamp life), and hydraulic and level control considerations. A
summary of results and recommendations will be provided in a technical memorandum.
Carollo Engineers, Inc. is highly experienced in wastewater treatment plant operations. The study will
provide Staff with the information needed to recommend the best course of action for upgrading the 51-
year-old facility with more efficient and cost effective equipment.
Staff recommends authorizing City Manager to execute Professional Services Agreement with Carollo
Engineers, lnc., of Walnut Creek, for ultra violet disinfection replacement study, in the amount of $48,500.
FISCAL IMPAGT: Maintenance and operations costs will be reduced if equipment is upgraded to
newer, more efficient equipment. This project will not impact the General
Fund.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO EXECUTE A PROFESSIONAL
SERVICES AGREEMENT WITH CAROLLO ENGINEERS, INC.,
OF WALNUT CREEK, FOR ULTRAVIOLET DISINFECTION
REPLACEMENT STUDY
WHEREAS, the City operates the White Slough Water Pollution Control Facility
(WSWPCF) that provides disinfection using a Trojan ultraviolet (UV) disinfection system; and
WHEREAS, an evaluation of the UV disinfection system at the WSWPCF will utilize the
parameters considered to size a replacement UV disinfection system, including flow, UV dose,
UV transmittance, UV equipment design factors (quartz sleeve fouling and end of lamp life), and
hydraulic and level control considerations; and
WHEREAS, staff recommends authorizing the City Manager to execute a Professional
Services Agreement with Carollo Engineers, lnc., of Walnut Creek, for ultraviolet disinfection
replacement study, in the amount of $48,500.
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute a Professional Services Agreement with
Carollo Engineers, lnc., of Walnut Creek, California, for ultraviolet disinfection replacement
study, in the amount of $48,500.
