RECOMMENDED ACTION Accept improvements under contract for Alley lmprovement Project -
Phase 7.
BACKGROUND INFORMATION: This project reconstructed the alley north of Elm Street, between Lee
Avenue and Pleasant Avenue, the alley north of Walnut Street
between, Lee Avenue and Pleasant Avenue, and the alley north of Elm
Street, between Main Street and Stockton Street, as shown on Exhibit A. The project included
approximately 14,000 square feet of pavement removal and replacement, 2,200 square feet of concrete
removal and replacement with 900 square feet of new alley approach, 500 square feet of sidewalk,
installation of 400 feet of concrete valley gutter, installation of storm drain system improvements, and other
incidental and related work, all as shown on the plans and specifications for the above project.
The project was awarded to Tom Mayo Construction, lnc., of Stockton, on March 6,2019, in the amount of
$292,798. The contract has been completed in substantial conformance with the specifications approved by
City Council. The final cost of the contract was $299,461.71. The difference between the original contract
amount and final contract was due to one change order totaling $6,663.71, which is 2.22 percent of the original
contract amount.
Change Order No. 1 included the additional work requested by the City including removal of an additional
10 lineal feet of concrete curb and gutter in the alley north of Walnut Street, concrete removal in the
planter/parkway, replacing a side inlet catch basin with a drop inlet catchbasin to avoid a conflict with
existing underground utilities, and minor adjustment of various bid item quantities authorized by City staff
($6,663.71).
The contract was completed within the original contract schedule. Photos of completed work are shown in
Exhibit B.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that
the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold
payments from the prime contractor in the event of a payment dispute.
FISCAL IMPAGT: The project will reduce maintenance costs in the reconstructed alleys.
