BACKGROUND INFORMATION: The City applied for a non-competitive Measure K grant for a City- Wide Pedestrian Enhancement Project. The project includes installation of pedestrian actuated rectangular rapid flashing beacons (RRFB) at four uncontrolled intersections adjacent to three schools and Lodi Lake Park. The proposed locations are Ham Lane and Oak Street, Century Boulevard and Scarborough Drive, Vine Street and Cortez Way, and Turner Road and Loma Drive (replacing the existing flashing pedestrian sign), as shown on Exhibit A. \ On April 17 , 2019, Council authorized purchase of the RRFB's from Statewide Traffic Safety & Signs, of Sacramento. City Staff has installed two of the four RRFB's. Due to the unique offset crosswalk configuration of Ham Lane and Oak Street, and Century Boulevard and Scarborough Drive, additional push button equipment is required for the safe activation of the RRFB's at these locations. The additional equipment includes push buttons, bollards, radio equipment, and other miscellaneous hardware. City crews will install the RRFB's in the field once the equipment is received. The staff cost to perform the additional push button equipment will also be funded by the non-competitive Measure K grant. The additional appropriation over the equipment cost is for City staff time. Per Lodi Municipal Code Section3.20.045, State and LocalAgency Contracts, the bidding process may be waived when it is advantageous for the City, with appropriate approval by City Manager and City Council, to use contracts that have been awarded by other California public agencies, provided that their award was in compliance with their formally-adopted bidding or negotiation procedures. Staff recommends authorizing purchase of additional rectangular rapid flashing beacons equipment from Traffic and Parking Control Co., Inc., of Brown Deer, Wisconsin, in the amount of $8,264, and appropriating funds in the amount of $12,264. NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby authorize the City Manager to waive the bid process and purchase additional rectangular rapid flashing beacons equipment from Traffic and Parking Control Company, lnc., of Brown Deer, Wisconsin, utilizing California Multiple Award Schedule Contract No. 4-08-78-00424, in the amount of $8,264; and BE lT FURTHER RESOLVED that the Lodi City Council does hereby authorize an appropriation for the purchase of additional rectangular rapid flashing beacons equipment, in the amount of $12,264, as set forth above.
