Council Member Johnson agreed with Ms. Wilson's comments, stating he would like staff to look
into adding strength to the ordinance so that something can be done if enough complaints are
received about maintenance of a property and its impact on the neighborhood.
Mike Lusk, member of the public, commented on an item from the last Council meeting regarding
DeBenedetti Park and presented a letter outlining his concerns (filed) relating to parking, traffic
issues, and potential hazards in and around the park.
Council Member Johnson questioned whether work on the subdivision near DeBenedetti Park will
be completed soon because it is encroaching into the street and could cause traffic jambs,
especially when park activity picks up with youth sports. Public Works Director Charlie Swimley
responded that the contractors are required to provide traffic control since it is a construction
zone. The contractors are currently installing pipe, and there may be times when lane lines are
constricted; however, he anticipates the work on Century Boulevard will be completed in a couple
of weeks.
June Aaker announced that the Lodi Heroes organization will once again hold its Heroes Behind
the Badge event on Saturday, November 2,2019 at Jessie's Grove \Mnery. The event will feature
representatives from the Lodi Police Department, Lodi Police Partners, Animal Shelter and pet
adoptions, Sherriffs Office, California Highway Patrol, and State Department of Fish and Wildlife,
as well as the local American Legion and military branches, and will include a 5K and 10K fun
run/walk and games. One hundred percent of the profits will go to the Lodi Police Foundation.
She encouraged anyone wanting to sponsor, donate, or volunteer to visit www.lodiheroes.orq.

Council Member Nakanishi reported that he attended the American Legion's 100th Anniversary
Celebration on Sunday, August 4,2019, during which he learned there are 34,000 Veterans in
San Joaquin County. Further, there are roughly 1,500 homeless individuals in the County, of
which 10 percent are Veterans. Some of these homeless Veterans have drug problems and
suffer from mental illness, and he stated there should be a place where Veterans can go for help.
Mayor Pro Tempore Kuehne reported that he participated in National Night Out on Tuesday,
August 6, 2019. Lodi had 100 registered block parties for the event, and he was honored to visit
eight of those parties, adding he had a good time interacting with residents.
Mayor Chandler added that he too participated in National Night Out and went to eight or nine
parties, adding that this event, along with Neighborhood Watch, increases safety in
neighborhoods.

Adopt Resolution Aoprovino Amendment No. 3 to Professional Services Aqreement with
Michael Baker lnternational to Conduct EnvironmentalAnalysis and Clearance of Potential
Sites for Homeless Emerqencv Aid Proqram Proiect (Not to Exceed $41,100) (CD)
City Manager Schwabauer provided a brief presentation regarding the Professional Services
Agreement with Michael Baker lnternational to conduct an environmental analysis and clearance
of potential sites for the Homeless Emergency Aid Program (HEAP) project. He reported that the
process started with finding potential sites that could accommodate such a project; a vetting
process through the Committee on Homelessness; and outreach to property owners on the final
list of potential sites. This exercise narrowed the possible sites down to two properties:
301 East Lodi Avenue and 2 West LodiAvenue (i.e. Maple Square). This action does not select a

I would like to follow up on the last Council meeting agenda item on
DeBenedetti Park.
Last week in the evening, I turned off of Lower Sacto Rd onto Century Blvd
traveling east. There were cars parked on the right side all along and including
the NO PARKING ZONE wetl beyond the gore point of the center line and not
leaving enough room to stay in my lane. This causes me to cross the center line
against oncoming traffic. Something needs to be done now about this. The users
of the park are not observing regulations.
I refer to last meeting comments by Council Member Mounce of her concerns
for enough off street parking in the proposal. Mayor Chandler referred to the 4th
of July of people parking in his residential neighborhood using their parking and
even blocking drive ways.
Based upon park user lack of consideration to the rules, I can envision in the
future as the Park is expanded and it is not going to be just a City wide park but a
Regional park. The excessive vehicle use of the park will not only f¡ll the parking
lot but will flow into and across Century Blvd. Then the flow will be into the two
access streets of the Vineyard Terrace Subdivision. lt has narrow frontage lots
and parking will be at a premium thus causing problems for these citizens. The
same applies to Heavenly side walk access to the park which is a nice touch for
the residence of the area but also and enticement for park parking on Heavenly
and a short cut to the park. More problems ahead.
I was miss quoted on my statement about the traffic hazard at the intersection
of Lower Sacto Rd and Century Blvd. My comment was describing the hazard of
sitting on Century Blvd going west and trying to make a right hand turn against a
red light onto Lower Sacto Rd. W¡th Parking allowed on the eastside of Lower
Sacto Rd along the park all the way to the corner of Lower Sacto Rd and Century
Blvd they block the field of view to observe northbound traffic traveling at 50
MPH. This makes it difficult to safely pull into oncoming traffic northbound on
Lower Sacto RD.
I would hope the City will review the proposed parking ín and around DeBenedetti
Park and illuminate the hazards and nuisance that will be created. Maybe Lower
Sacto Rd speed should be lowered to 45 or 40 MPH and parking be held back from
the corner on Lower Sacto Rd at Century Blvd. You have City codes stipulating set
back of obstructions of view at corners in residential areas and should apply here
as well.
