BACKGROUND INFORMATION: The City has successfully negotiated contracts with the Fire Mid- Management and Police Mid-Management bargaining units. providing amendments to compensation and benefits through 2022. Staff is requesting that the Executive Management employees in the Fire and Police Departments be extended the same salary increases as extended to their Mid-Managers. Staff is requesting the following salary amendments for the Fire Chief: o 4.25 percent salary adjustment, effective August 12,2019;. 3 percent salary adjustment, effective the first full pay period in July 2020; and,. 3 percent salary adjustment, effective the first full pay period in July 2021. Staff is requesting the following amendments for the Police Chief: o 4.3 percent salary adjustment, effective August 12,2019;. 6 percent salary adjustment, effective October 21,2019;. 4 percent salary adjustment, effective the first full pay period in January 2020;. 3 percent salary adjustment effective the first full pay period in July 2020;. 3 percent salary adjustment effective the first full pay period in July 2021; and. 6 percent cost sharing participation in the City's Normal Cost contribution to CaIPERS, effective October 21,2019, in addition to cost sharing already in place for a total of 18 percent. Staff recommends that the Council approve the revisions to compensation and other benefits for the Fire Chief and the Police Chief. FISCAL IMPACT:The total long term annual cost of the Fire Chief contract is approximately $20,000. The total cost for the three-year term of the contract is $40,500. The total cost for the three-year term of the contract is $60,000. Fiscal Year 2019120 $ 12.500 Fiscal Year 202Q121 $ 20,500 Fiscal Year 2021122 $ 27,000 Total Cost (3 vears)$ 60,000 Budget adjustments for these increases will be needed at Mid-Year Fiscal Year 2019120. Vacancy savings are the first source for funding the increases for this and future employee contract changes in the current Fiscal Year. These savings have been significant in the past three years allowing the City to build up substantial reserves. These reserves will be necessary to finance a large portion of these and other salary increases approved by Council. Staff will first seek to prioritize Pension Stabilization Reserves held at PARS to pay eligible pension costs in order to preserve locally held economic and catastrophic reserves should actual reserves be needed. Staff will seek Council input prior to any use of reserves. Staff expects the City's locally held General Fund balance to drop below 16 percent at the close of Fiscal Year 2019/20. This would require utilizing Pension Stabilization resources to fund the UAL payment in part for Fiscal Year 2020121. Andrew Keys, De City Manager Steve uer,anager RESOLUTION NO. 2019-1 57 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING COMPENSATION AND BENEFIT MODIF¡CATIONS TO THE FIRE CH¡EF AND POLICE CHIEF'S EMPLOYMENT CONTRACTS WHEREAS, the City has completed negotiations with the Fire and Police Mid-Management bargaining units that include increases to compensation and amendments to benefits for the Fire and Police Mid-Managers; and WHEREAS, it is recommended that Council approve the following compensation and benefit modifications to the Fire Chief and Police Chief's employment contracts, consistent with what was provided to their Mid-Managers: Fire Chief: . 4.25 percent salary adjustment, effective August 12,2019o 3 percent salary adjustment, effective the first full pay period in July 2020; ando 3 percent salary adjustment, effective the first full pay period in July 2021.
