FUNDING AVAILABLE:
The total long term annual cost of the Police Chief contract is approximately
$27,000. The total cost for the three-year term of the contract is $60,000.
Fiscal Year 2019120 $ 12.500
Fiscal Year 202Q121 $ 20,500
Fiscal Year 2021122 $ 27,000
Total Cost (3 vears)$ 60,000
Budget adjustments for these increases will be needed at Mid-Year Fiscal
Year 2019120. Vacancy savings are the first source for funding the
increases for this and future employee contract changes in the current
Fiscal Year. These savings have been significant in the past three years
allowing the City to build up substantial reserves. These reserves will be
necessary to finance a large portion of these and other salary increases
approved by Council. Staff will first seek to prioritize Pension Stabilization
Reserves held at PARS to pay eligible pension costs in order to preserve
locally held economic and catastrophic reserves should actual reserves be
needed. Staff will seek Council input prior to any use of reserves. Staff
expects the City's locally held General Fund balance to drop below 16
percent at the close of Fiscal Year 2019/20. This would require utilizing
Pension Stabilization resources to fund the UAL payment in part for Fiscal
Year 2020121.
