HomeMy WebLinkAboutResolutions - No. 2019-198RESOLUTTON NO. 201 9-198 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CTY MANAGER TO WAIVE THE BID PROCESS, UTLITIZE THE HOUSTON- GALVESTON AREA COUNCIL CONTRACT NO. HGAC FS 12-17, AND AWARD A PURCHASE ORDER TO GOLDEN STATE EMERGENCY VEHICLE SERVICE, INC., OF SACRAMENTO, FOR THE PURCHASE OF A PIERCE ENFORCER PUMPER ENGINE WHEREAS, the City of Lodi is a public agency located in the County of San Joaquin, State of California; and WHEREAS, the Lodi Fire Department currently has seven Type-1 Fire Engines and two Aerial Fire Trucks utilized at four fire stations. Five engines are used as front line vehicles and two engines are used as reserve; and WHEREAS, Engine 2035, a 1997 Hi-Tech FT, is at the end of its useful life and in need of continual repair, leaving it unavailable for daily emergency response. Maintenance costs for the fleet continue to rise with the age of the fleet. Engine 2035 will be dispensed in accordance with City policy and; WHEREAS, Engine 2035 has 120,374 miles and 15,037 hours of use being in service since 1997, representing 15 years of front line service and seven years of reserve service; and WHEREAS, HGAC is a public agency available nationwide that establishes competitively-priced contracts for goods and services, and all contracts available have been awarded by a public competitive-bid process compliant with State statutes; and WHEREAS, consistent with Lodi Municipal Code 3.20.070, staff recommends authorizing the City Manager to waive the bidding requirements and to use the Houston- Galveston Area Council Contract No. HGAC FS 12-17 to purchase a Pierce Enforcer Pumper Engine, in the amount of $650,000, from Golden State Emergency Vehicle Service, lnc., of Sacramento, Californ ia. NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby authorize the City Manager to waive the bid process, utilize the Houston-Galveston Area Council Contract No. HGAC FS 12-17, and award a purchase order to Golden State Emergency Vehicle Service, lnc., of Sacramento, California, for the purchase of a Pierce Enforcer Pumper Engine, in the amount of $650,000, to be paid in full out of the Vehicle Replacement Fund. 3:1"=1===:"j]3T*:13:3913================================================ I hereby certify that Resolution No. 2019-198 was passed and adopted by the City Council of the City of Lodi in a regular meeting held September 18, 2019 by the following vote: AYES: COUNCIL MEMBERS - Johnson, Kuehne, Nakanishi, and Mayor Chandler NOES: COUNCIL MEMBERS - None ABSENT: COUNCIL MEMBERS - Mounce ABSTAIN: COUNCIL MEMBERS - None NIFER Clerk 2019-198 FERRAIOLO
