RECOMMENDED ACTION Adopt resolution approving DeBenedetti Park Master Plan
BACKGROUND I NFORMATION The City Council approved a contract with Callander Associates
Landscape Architecture (CALA) on January 16,2019, to develop a
site master plan for DeBenedetti Park focusing on the undeveloped
property at street level.
CALA had four goals, as directed by Parks, Recreation and Cultural Services: Design DeBenedetti Park
in a way that 1) reflects community input, 2) does not require significant or extraordinary maintenance, 3)
reflects the findings in the 2016 Strategic Plan, and 4) balances the need of the surrounding residents for
neighborhood park amenities with the need for the park to serve the community's larger recreational
needs today and into the future.
To that end, CALA's efforts included:I Meeting with PRCS staff to better understand existing uses and past decisions, current strengths
and weaknesses, as well as for feedback on draft alternatives and the draft final planr Meeting with other City department representatives to account for traffic concerns, stormwater
needs, environmental impacts and public safetyr Meeting with external stakeholders, including local developers, Tree Lodi, Bike Lodi, Visit Lodi,
Lodi Unified School District and sports organizationsr Providing the public with two opportunities to shape the future uses of DeBenedetti Park: the first
through an open house to determine desired uses, and the second by facilitating and gathering
feedback on the two alternative plansr Using two online surveys that generated more than 700 responsesr Discussing public feedback with staff to ensure the proposed plan is consistent with the
department's Strategic Planr Presenting a draft plan to the Parks and Recreation Commission for feedback in a public forum
Staff's opinion is that CALA has met all the goals and objectives desired for planning DeBenedetti Park.
CALA representatives will present the final plan to the Councilfor review and approval at this meeting.
The draft plan includes a change requested by the Parks and Recreation Commission to eliminate a
paved driveway connecting the two parking lots with an unpaved path accessible only to emergency
vehicles.
Staff believes the timing is right to adopt a new master plan for DeBenedetti Park. The park impact fee
fund balance is approximately $1 million, with another $1 .1 million expected from a single housing
development in the next year. This will provide the funding needed to begin the next phase of
development at the park. Overall, the park development will take several years to complete.

Once the park master plan is approved, PRCS will negotiate a new contract with CALA to prepare
construction documents for the first one or two development phases.
FISCAL IMPAGT:None by adopting the plan, although it leads to the next step in the park's
development, which is preparing plans and specifications for construction at
a cost to be determined.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
DEBENEDETTI PARK MASTER PLAN
WHEREAS, the City Council approved a contract with Callander Associates Landscape
Architecture (CALA) on January 16,2019, to develop a site master plan for DeBenedetti Park
focusing on the undeveloped property at street level; and
WHEREAS, CALA has met the goals and objectives staff and the Parks and Recreation
Commission has set for planning DeBenedetti Park; and
WHEREAS, staff desires to move forward and adopt the new master plan for
DeBenedetti Park.
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby approve
the master plan for DeBenedetti Park, attached hereto as Exhibit A.

I am writing this email as a concerned resident and parent of 2 kids who have played numerous games at this park and
will play many more over the next 10+ years. I am also a Licensed Civil Engineer and have experience in designing and
reviewing many parks and parking lots of all different sizes.
I have two major issues with the proposed Master Plan. Both of these issues have previously been presented (multiple
times), but have not been implemented.
1. TRAFFIC CIRCULATION
The two parking lots should be connected with an access road (consistent with the previous Master Plan
and the improvements that have already been installed). This is a major flaw in the proposed Master Plana. ln one of the earliest stakeholder meetings (with the various City Departments) this was brought up
by Public Works as being extremely important to the traffic circulation.i. When people cannot find a parking spot along Century Boulevard they are forced to either:1. Park in one of the nearby residential subdivisions (which is not something the City
wants); or

2. U-Turn on Century Boulevard, make a left turn at Lower Sacramento Road, U-Turn
on Lower Sacramento Road and then turn into the southern parking lot off Lower
Sacramento Road.ii. Having approximately 200 parking spaces going in and out of a single is a problem,
especially when that driveway is limited to right turns in and out of it.b. The Police and Fire Department representatives in that meeting agreed that it would beneficial for
their routine "drive by" patrols through the park as well as the fire department responses.c. Additionally, there is about $75,000 of curb, gutter and sidewalk improvements that were installed by
the City only 2 years ago (consistent with the previous Master Plan) that will be demolished with this plan.d. Also, the "emergency access" connection from the southern parking lot should not be aligned into the
middle of the northern parking lot as proposed. This should be a full access road and should be shifted as
far to the east as possible (consistent with the previously approved Master Plan).
2. PARKING
The total number of on-street parking spaces is not enough.a. ïhe proposed number of stalls is based on 3 lower ball fields when in fact there were 6 lower ball
fields striped last season.b. The proposed stalls is significantly less than the Lodi Municipal Code requirements (1 stalli 500
square feet of ball field).
lmagine what the traffic issues would be like if you had 6 soccer fields (with parents coming and going at the same time)
at the back of Lodi Lake, and what that would be like driving through...
I respectfully request that you approve the Master Plan with the modifícations of connecting the two parking lots with an
access road and increase the number of parking stalls to a level acceptable to City staff.
