AGENDA TITLE:Adopt Resolution Authorizing City Manager to Execute Professional Services

RECOMMENDED ACTION: Adopt resolution authorizing City Manager to execute Professional
Services Agreement with Sierra Geotech, of Rocklin, for. Construction Testing and lnspection Services for Lockeford Street
lmprovement Project, in the amount of $50,000.
BACKGROUND INFORMATION: At the February 12,2019 City Council meeting, Council
authorized the City Manager to award a contract for construction
of the Lockeford Street lmprovement Project to the lowest
responsive bidder. George Reed, lnc., of Modesto, was awarded the contract in the amount of
$2,831,439.
The project requires independent special inspections and materials testing to assure the construction
is properly performed. City staff solicited proposals for testing and inspection services and received
proposals from two qualified firms. These proposals were received and evaluated by a selection
committee made up of the Public Works Director, the City Engineer/Deputy Public Works Director,
and the Construction Project Manager. Sierra Geotech is the only firm that met the Disadvantaged
Business Enterprise (DBE) requirements of the project funding and was selected to perform the
required testing and inspection services during construction. Services will be billed on a not-to-
exceed, time-and-materials basis.
These services will be required during the course of construction. Actual construction activities began
in April 2019. Project completion is expected in October 2019.
Staff recommends authorizing City Manager to execute Professional Services Agreement with Sierra
Geotech, of Rocklin, for Construction Testing and lnspection Services for Lockeford Street
lmprovement Project, in the amount of $50,000.
FISCAL IMPAGT:Construction testing and inspection services are necessary to assure
proper construction materials and techniques are utilized. This
agreement will not impact the General Fund.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO EXECUTE A PROFESSIONAL
SERVICES AGREEMENT WITH SIERRA GEOTECH, OF
ROCKLIN, FOR CONSTRUCTION TESTING AND
INSPECTION SERVICES FOR THE LOCKEFORD STREET
IMPROVEMENT PROJECT
WHEREAS, at the February 12, 2019 City Council meeting, Council authorized the
City Manager to award a contract for construction of the Lockeford Street lmprovement Project

NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute a Professional Services Agreement with Sierra Geoteclrr,
of Rocklin, for construction testing and inspection.services for the Lockeford Street lmprovement
Project, in an amount not to exceed $50,000.
