REGOMMENDED ACTION Adopt resolution amending Traffic Resolution No. 97-148, by
approving 35 miles-per-hour speed limit on Vine Street, from
Beckman Road to Guild Avenue.
BACKGROUND INFORMATION: Vine Street, between Beckman Road and Guild Avenue, is located
in an industrial area. Currently, there is no established speed limit
for this roadway section nor are there any speed limit signs. The
Police Department has been receiving complaints of speeding along this corridor and requested Public
Works to assess the speed limit for enforcement. Staff conducted an Engineering and Traffic Survey
(ETS) and based on State of California guidelines and the ETS findings, staff recommends establishing a
35-mile-per-hour speed limit on Vine Street, from Beckman Road to Guild Avenue.
The ETS includes three primary factors when establishing posted speed limits which are 1) prevailing
speeds (85th percentile speeds), 2) accident rates, and 3) unexpected conditions. Other characteristics,
such as residential density, pedestrian and bicycle safety, and roadway design speed, are also
considered.
The recommended, posted speed limit based on the ETS findings is 35-miles-per-hour when considering
prevailing speeds, accident rate, and specific characteristics of this road segment, as shown in the Vine
Street ETS (Exhibit A). The Police Department has reviewed and concurs with staff's recommendations.
Staff recommends amending Traffic Resolution No. 97-148, by approving 35 miles-per-hour speed limit
on Vine Street, from Beckman Road to Guild Avenue.
FISCAL IMPAGT:The fiscal impact associated with this action is negligible

A RESOLUTION OF THE LODI CITY COUNCIL AMENDING
TRAFFIC RESOLUTION NO. 97-148 BY APPROVING
35 MILES-PER-HOUR SPEED LIMIT ON VINE STREET, FROM
BECKMAN ROAD TO GUILD AVENUE
WHEREAS, Vine Street, between Beckman Road and Guild Avenue, is located in an
industrial area, and
WHEREAS, currently, there is no established speed limit for this roadway section, nor
are there any speed limit signs; and
WHEREAS, the Police Department has been receiving complaints of speeding along this
corridor and requested Public Works to assess the speed limit for enforcement; and
WHEREAS, staff conducted an Engineering and Traffic Survey (ETS) and, based on
State of California guidelines and the ETS findings, staff recommends establishing a
35 miles-per-hour speed limit on Vine Street, from Beckman Road to Guild Avenue; and
WHEREAS, staff recommends amending Traffic Resolution No. 97-148 by approving
35 miles-per-hour speed limit on Vine Street, from Beckman Road to Guild Avenue.
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby amend
Traffic Resolution No. 97-148 by approving 35 miles-per-hour speed limit on Vine Street, from
Beckman Road to Guild Avenue.
