BACKGROUND INFORMAT¡ON: This project consisted of trenchless rehabilitation of approximately 33,220linear feet of existing 6-inch, 8-inch, 12-inch, 18-inch, and 21 -inch diameter wastewater pipes, internally reinstating approximately 600 wastewater laterals, rehabilitating 143 wastewater manholes, and other incidental and related work, all as shown on the plans and specifications for the above project. Photos of manhole rehabilitation are shown in Exhibit A. The plans and specifications for this project were approved on February 7 ,2018. The contract was awarded on April 18,2018, to Express Sewer & Drain, lnc., of Rancho Cordova, in the amount of $1,885,814. The original contract completion date was February 26,2019. The final contract completion date (extended by change order) was June 8,2019; however, the work was completed on May 2,2019. The final contract amount was $1,885,619, approximately $200 less than the original contract amount, due to three change orders amounting to $187,799 and credits from reductions in contract line item quantities. The total change orders, amounting to $187,799, were executed by the City Manager as authorized by City Council on November 15, 2018. Change Order No. 1 included the work necessary to rehabilitate 273lineal feet of pipeline originally identified as 21 inches in diameter along Ham Lane that was actually 24 inches in diameter; additional bypass pumping and night work to remove excessive scale on the existing cast iron pipe to facilitate proper lining; and a complex point repair and asphalt patch at Ham Lane and Walnut Street ($10t,147.00). Change Order No. 2 included additional, City requested video and cleaning of 804 lineal feet of wastewater line (without lining) and seven open cut mainline service tap replacements which had deteriorated and would cause future leaking and subgrade degradation ($34,716.00). Change Order No. 3 included additional mainline service tap replacements, replacing a 23-lineal-foot segment of eight-inch wastewater line to facilitate lining; installation of two additional manholes to facilitate lining operations, and eliminating the lining portion of 709 lineal feet of wastewater lines which were assessed and cleaned but left unlined due to good condition ($51,936.00). Following acceptance by the City Council, as required by law, the City Engineer will file a Notice ot Completion with the County Recorder's office. FISCAL IMPAGT:Completion of this project will reduce future maintenance costs and increase the performance and reliability of the wastewater collection system.
