RECOMMENDED AGTION: Adopt resolution awarding contract for 201812019 Pavement
Resurfacing Project to American Paving Systems, lnc., of Modesto, in
the amount of $577,550, authorizing City Manager to execute change
orders in an amount not to exceed $422,450, and appropriating funds in the amount of $1,000,000.
BACKGROUND INFORMATION: This pavement resurfacing project includes the application of
rubberized asphalt cape seal and fiberized slurry seal. The project
limits will include various streets in the Park West subdivision,
Sunwest I and ll, and the alley south of Oak Street (Pleasant Avenue to Church Street), as shown on
Exhibit A.
The rubberized asphalt cape seal is a two-layer system of a rubberized chip seal on the bottom with
fiberized slurry seal (slurry seal with strands of glass fiber added) on top. The rubberized cape seal will
be applied to streets with more surface defects, while only one layer of fiberized slurry seal will be applied
to those streets with fewer surface defects.
Specifications for this project were approved on April 17 , 2019. The City received the following four bids
for this project on May 22,2019:

Staff intends to negotiate an expanded scope of work to include additional roadways that would benefit from
the slurry and/or cape seal. This will allow the City to take advantage of very favorable unit prices while
utilizing the full extent of the amount provided from the Road Repair and Accountability Act of 2017, Senate
Bill 1, which is approximately $1,000,000 for Fiscal Year 2019120. lt agreement on a proposed expanded
scope cannot be reached with the contractor, the remaining Senate Bill 1 funding will be reserved for
subsequent City projects.

orders in an amount not to exceed $422,450, and appropriating funds in the amount of $1,000,000.
FISCAL IMPAGT:By investing in the recommended maintenance project, significant capital
dollars will be saved by extending the useful life of the pavement and
foregoing more costly pavement reconstruction. This project does not
impact the General Fund.

A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE
CONTRACT FOR 201812019 PAVEMENT RESURFACING
PROJECT ÏO AMERICAN PAVEMENT SYSTEMS, INC., OF
MODESTO; AUTHORIZING THE CITY MANAGER TO EXECUTE
CHANGE ORDERS; AND FURTHER APPROPRIAÏING FUNDS
WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council, sealed bids were received and publicly opened on May 22, 2019, at
11:00 a.m., for the 201812019 Pavement Resurfacing Project, described in the plans and
specifications therefore approved by the City Council on April 17,2019; and
WHEREAS, said þids have þeen checked and tabulated and a report thereof filed with
the City Manager as follows:

WHEREAS, staff recommends that the City Council award the contract for the 201812019
Pavement Resurfacing Project to American Paving Systems, lnc., of Modesto, in the amount of
$577,550; and
WHEREAS, staff also recommends that the City Council authorize the City Manager to
execute change orders in an amount not to exceed $422,450; and
WHERAS, staff further recommends the City Council appropriate funds in the amount of
$1,000,000, from the fund balance of Senate Bill 1 Gas Tax (30499000.77020) for
Fiscal Year 2018119.
NOW, THEREFORE, BE lT RESOLVED that the Lodi City Council does hereby award
the contract for the 201812Q19 Pavement Resurfacing Project to the low bidder, American Paving
Systems, lnc., of Modesto, California, in the amount of $577,550; and
BE lT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute the contract on behalf of the City and to execute change orders in an
amount not to exceed $422,450', and
BE lT FURTHER RESOLVED that the Lodi City Council does hereby authorize an
appropriation forthe 201812019 Pavement Resurfacing Project, in the amount of $1,000,000, as
set forlh above; and
BE lT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to continue budget authority up to the full project budget for this project from fiscal
year to fiscal year until such point as the project is complete and is accepted by Council. At such
time, all unspent budget authority will return to the fund for re-appropriation by the City Council.
