BACKGROUND INFORMATION: This project consists of removing the center landscape median (including 18 red oak trees) on Westgate Drive from 450 feet south of Taylor Road to 300 feet north of Kettleman Lane, replacing the median space with asphalt concrete pavement, and other miscellaneous and related items of work, as shown on the plans and Exhibit A. The 18 red oak trees proposed for removal were planted in 2005. This section of Westgate Drive was built in 2005 as part of the Vintners Square Shopping Center Project, located at the northwest corner of Kettleman Làne and Lower Sacramento Road. A large median with landscape elements was originally constructed on Westgate Drive from Taylor Road to Kettleman Lane, eliminating on-street parking on Westgate Drive due to the width of the pavement section, as shown on Exhibit B. The residential development (Luca Place), while also approved in 2005, did not start construction until 2018. The conditions imposed on the Luca Place development in 2005 did not consider emergency access from Fire Station No. 4 and did not include median openings for emergency vehicles. ln February 2019, the City of Lodi Fire Department notified the Public Works Department that it would need access across the median to serve the subdivision since initialfire response will be coming from Fire Station No. 4, located on Lower Sacramento Road, north of the subdivision. This requirement will require up to three median openings or complete removal of the median to allow unrestricted emergency vehicle access to the Luca Place development. Public Works staff reviewed the layout of the median and determined that multiple median openings in the existing median is not an viable option and recommends the removal of the median, replacing it with asphalt concrete pavement. The removal of the median would give the emergency responders more maneuverability and staging space on Wèstgate Drive in the event of emergency.
