SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
TUESDAY, JULY 30, 2019
A. Call to Order / Roll Call
The Special City Council meeting of July 30, 2019, was called to order by Mayor Chandler at
7:00 a.m.
Present: Council Member Johnson, Council Member Mounce, Council Member Nakanishi,
Mayor Pro Tempore Kuehne, and Mayor Chandler
Absent: None
Also Present: City Manager Schwabauer, Deputy City Attorney Fukasawa, and City Clerk
Ferraiolo
NOTE: Council Member Mounce participated in the meeting via teleconference.
B. Announcement of Closed Session
B-1 Conference with Adele Post, Human Resources Manager, and Andrew Keys, Deputy City
Manager (Labor Negotiators), Regarding Lodi City Mid-Management Association,
AFSCME General Services and Maintenance & Operators, Lodi Police Dispatchers
Association, Lodi Professional Firefighters, International Brotherhood of Electrical Workers,
and Executive Management Pursuant to Government Code §54957.6 (CM)
C. Adjourn to Closed Session
At 7:00 a.m., Mayor Chandler adjourned the meeting to a Closed Session to discuss the above
matter. The Closed Session adjourned at 7:12 a.m.
D. Return to Open Session / Disclosure of Action
At 7:13 a.m., Mayor Chandler reconvened the City Council meeting, and Deputy City Attorney
Fukasawa disclosed the following action.
Item B-01 was discussion and direction given with no reportable action.
E. Regular Calendar
E-1 Adopt Resolution Authorizing City Manager to Execute Amendment No. 1 to Services
Agreement with Lodi Unified School District to Provide After-School Staffing and Support
Services for Bridge Program at Lodi and Millswood Middle Schools During Fiscal Year
2019/20 and Appropriating Funds ($119,757.79) (PRCS)
Parks, Recreation and Cultural Services Director Jeff Hood provided a presentation regarding
Amendment No. 1 to the services agreement with Lodi Unified School District (LUSD) to provide
after-school staffing and support services for the Bridge Program at Lodi and Millswood middle
schools. He stated this is a housekeeping item to add two sites for the school year starting that
day.
Council Member Nakanishi made a motion, second by Council Member Johnson, to adopt
Resolution No. 2019-148 authorizing the City Manager to execute Amendment No. 1 to Services
Agreement with Lodi Unified School District to provide after-school staffing and support services
for the Bridge Program at Lodi and Millswood middle schools during Fiscal Year 2019/20 and
appropriating funds in the amount of $119,757.79.

The above motion carried by the following vote:
Ayes: Council Member Johnson, Council Member Mounce, Council Member Nakanishi, Mayor
Pro Tempore Kuehne, and Mayor Chandler
Noes: None
Absent: None
F. Adjournment
There being no further business to come before the City Council, the meeting was adjourned at
7:18 a.m.
