RECOMMENDED AGTION Accept improvements under contract for 2018 Pavement Crack
Sealing.
BACKGROUND INFORMATION: The primary cause of asphalt failure is water infiltration into the street
subgrade. Crack sealing is one of the most basic, and important,
preventive street maintenance practices. This contract supplements
work performed by Street Division crews to maximize the street area sealed each year.
This project consisted of thoroughly cleaning and sealing the existing transverse and longitudinal cracks in
pavement surfaces and included other incidental and related work as described in the specifications.
The contract was awarded to Pavement Coatings, Co., of Woodland, in the amount of $38,870, on
November 7,2018. The contract has been completed in substantial conformance with the specifications
approved by City Council on September 19, 2018. Locations are shown on Exhibit A. Photos of the
completed work are shown on Exhibit B.
The final contract price was $65,483.98. The difference between the original and final contract price is due
to one change order that resulted in an additional amount of $26,614, modifying the scope to crack seal
Beckman Road, from Pine Street to Kettleman Lane. Change Order No. 1 was approved by City Council on
April 17, 2019. The location of which is also shown on Exhibit A with photos of the completed work on
Exhibit B.
It is recommended that crack sealing occur when the pavement is dry and moderately warm. Due to the
extended wet and cold season, construction was significantly delayed. Although delayed, the contract was
completed within the original schedule and amount specified in the contract and change order.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that
the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold
payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT By increasing the crack sealing effort, the useful life of the City streets will be
extended.
