HomeMy WebLinkAboutResolutions - No. 85-161 RESOLUTION NO. 8 5-161 RESOLillION OF THE IDDI CITY COUNCIL FOR THE APPLICATICN TO THE SAN JOAQUIN COUNTY LOCAL A.Gfil.CT FORMATICN C�lISSICN IN THE MATIER OF THE PROPOSED ''WINE AND ROSES CCXJNTRY INN REORGANIZATIOO," INCLUDING THE DETACHMENT OF CERI'AIN TERRITORY WITHIN THE AREA PROPOSED FOR ANNEXATION 'ID THE CITY OF LODI WHEREAS, this prop::>sal is made pursuant to the District Reorgani -zation Act of 1965 contained in Division l of Title 6 (camencing with Section 56000) of the California Government Code, and; WHEREAS, the nature of the pror:osed change of organization is the annexation to. the City of Lodi an area canprising 2 .19 6 acres , nore or less , and withdrawal of said 2.196 acres from the Woodbridge Rural Fire Protection District, and the Woodbridge Irrigation District, and located within the area to be annexed to the City of Lodi as described and depicted in Exhibit "A", and; WHEREAS, no other counties, cities, or districts are affected, and; WHEREAS, the subject area proposed to be annexed to the City of Lodi and detached fran the Woodbridge Rural Fire Protection District and the Woodbridge Irrigation District is uninhabited, and; �vHEREAS, no new districts are proposed to be forrred by this reorgani­zation, and; WHEREAS, t.1-ie reasons for this prop::>sal are as follows : (1)The uninhabited subject area is within the urbanconfines of the City and will generat e serviceneeds substantially similar to that of otherincorporated urban areas which require muni­cipal governnent service; (2)Annexation to the City of Lodi of the subjectarea will result in improved econanics of scalein governrrent operations while improvingcoordination in the delivery of planning ser­vices; (3)The residents and taxpayers of the County ofSan Joaquin will benefit from the proposedreorganization as a result of savings to theCounty by reduction 0£ County required servicesin unincorporated but urban oriented area; (4)The subject area prop:)sed to be annexed to theCity of Lodi is geographically, socially,economically and p:)litically part of the sarreurban area of which the Ci t:y' of Lodi is alsoa part; (5)The subject area is within the Lodi Sphere ofInfluence. (6)Future inhabitants in the subject area will gaininmediate response in regard to police and fireprotection, unlimited city garbage and trashcollection service, street lighting service, aI!'Odern sewer system, other municip:i.l services,and improverrent of property valu es. NOW, THEREFORE, BE IT RESOLVED by the Co uncil of the City of Lodi that the San Joaquin County Local Agency Fornation Conmission is hereby re­quested to approve the proposed "Wine and Roses Country Inn Reorganization" which includes annexation of 2.196 acres from the Woodbri dge Rural Fire Protec­tion District, and the Woodbridge Irrigation District, as described and depicted in Exhibit "A" attached hereto. This all, subject to the aforementioned terms and conditions.
