AGENDA TITLE: Public Hearing to Consider Lodi Station Parking Structure Project and Approve
Plans and Specifications and Advertisement for Bids for Lodi Station Parking Structure
MEETING DATE: July 19, 2000

RECOMMENDED ACTION: That the City Council, after conducting a public hearing, approve the plans and
specifications and authorize advertising for bids for the project.
BACKGROUND INFORMATION: The Federal Transit Administration (FTA), co -funder of the parking
structure, requires a public hearing as part of the public participation
process. To date, two public meetings, SPARC review, and a
Shirtsleeve Session have been held to discuss the parking structure.
Many of the changes to the design of the project have come from the public's input, including the Lodi Historical
Society. In addition, the Sacramento Street facade has been redesigned to address the concerns expressed by
the City Council at the Shirtsleeve Session.
The City of Lodi's Public Works and Community Development departments, and the FTA, all concur that the
parking structure will have no adverse impacts on the historical Lodi Arch. The project includes removal of
nine redwoods on Sacramento Street at Pine and Elm streets. To mitigate these tree removals, staff is
recommending that replacement redwoods be planted at a location more suited for the long life of these
trees. For example, approximately 1 acre of the Roget Park site could accommodate a 40 -tree redwood
grove. We anticipate developing a concept plan for Roget Park this fall. However, other locations, or a
combination of locations, may also be appropriate.
The City Council is also being asked to approve the plans and specifications and authorize advertising for
bids for the project, which includes the construction of an approximately 120,000 -square -foot, three-level
parking structure (330± cars), one at ground level and two levels above ground; approximately 15,000 square
feet of ground -level retail/office space; associated electrical, mechanical, utility, site preparation and
landscape work; curb, gutter, and sidewalk; and demolition and replacement of streets.
The plans and specifications are on file in the Public Works Department.
FUNDING: The money for this project will be coming from Federal Transit, Community Development Block
Grant, Measure K, Air District, Local Street, and Electric Utility funds. A request for
appropriation of funds will be made at contract award.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Wednesday, July 19, 2000 at the hour of 7:00 p.m., or as soon
thereafter as the matter may be heard, the City Council will conduct a Public Hearing at the Carnegie Forum,
305 West Pine Street, Lodi, to consider the following matter:
a) Lodi Station Parking Structure Project.
All interested persons are invited to present their views and comments on this matter. Written statements
may be filed with the City Clerk at any time prior to the hearing scheduled herein, and oral statements may
be made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those issues you or someone
else raised at the Public Hearing described in this notice or in written correspondence delivered to the City
Clerk, P.O. Box 3006, at or prior to the Public Hearing.
