Annual Action Plan 2018-19 Amendment No. 2.
BACKGROUND INFORMATION:
A public hearing is required for a substantial amendment to an action
plan. The requirements are outlined in the Lodi Citizen Participation
Plan, which follows U.S. Department of Housing and Urban
Development (HUD) requirements.
The 2018-19 Annual Action Plan describes the activities and funding amounts for projects occurring during
that year. Certain reallocations of CDBG funds from one project or activity to another require a formal
explanation of the reallocation of funds, public review and public hearing process, called a substantial
amendment.
This amendment proposes to reallocate approximately $92,860 of unused project funds to existing capital
improvement projects. This reallocation of funds allows the City to stay current on its Annual Action Plan
goals, including timely expenditure requirements (e.g., spending down funds within the action plan year)
and meeting performance objectives.
Funds will be reallocated as follows from projects with unused funds: (17.05) the City Hall/Carnegie Forum
ADA Improvements project and (18.03) the Blakely Shade Structure project.
For the City Hall/Carnegie Forum project, due to other funding obligations, staff time and resources were
directed toward other projects. This resulted in the City Hall/Carnegie Forum project being delayed for
implementation until another program year. Because of this delay, the City decided to reallocate funds to
existing projects that are scheduled to complete construction sooner. This would further help the City meet
its expenditure deadlines with HUD.
As for the Blakely Shade Structure project, the project bid amounts came in lower than expected, which
left excess funds for the City to spend on other projects.
The City has identified two existing projects to which it will commit these reallocated CDBG funds, those
being: (17.03) Blakely Park Swim Complex Improvements and (18.02) Alley Improvements.
The (17.03) Blakely Park Swim Complex project consists of improvements to an existing public pool
complex located at Blakely Park. Bids received for this project came in higher than anticipated for the City,
and construction costs rose due to increased engineering for accessibility improvements that were not
previously identified. To address this overage, the project is using city general funds to cover the amount
exceeding the original CDBG grant allocation. However, with this amendment, CDBG funds could be used
to cover the entire cost of the project, thereby reducing the amount of general funds used on this project.

The (18.02) Alley Improvements project consists of improvements to three alleys in the CDBG target area.
Similar to the Blakely Park Swim Complex project, bids received for this project came in higher than
anticipated for the City. This amendment will add funds to cover the entire cost of the project.

When reallocating funds, the City must also analyze the change in the type and number of residents
served from the projects that are transferring funds, as well as the projects that are receiving funds.
For projects having funds transferred from them, the City Hall/Carnegie Forum ADA Improvements (17.05)
project was projected to serve 13,000 individuals city-wide for new access, based on HUD's number of
disabled persons for all census tracks in Lodi. The Toss of funds to this project will result in no new access,
but will not cause a loss of access for beneficiaries. The Blakely Shade Structure (18.03) project will still
be completed and is expected to serve 1,667 low -to -moderate income individuals within the CDBG Target
Area census tracts.
For those projects that will be receiving the allocated funds, Blakely Park Swim Complex (17.03) project is
projected to serve 1,667 low -to -moderate income individuals within the CDBG Target Area census tracts.
As for the Alley Improvements project, this project is expected to serve 7,845 people, based on an
estimate of the population of low -moderate income in those census tracts. The additional funds in these
projects will improve access and long-term sustainability of these facilities.
The public review and comment period for this Action Plan amendment began on March 5, 2019 and
ended on April 3, 2019.

The 2018-19 Annual Action Plan Amendment No. 2 documents are being
completed as an activity that is funded through the City's CDBG allocation
from U.S. Department of Housing and Urban Development.
In order to mitigate the use of general funds being spent on the overages
incurred by the Blakely Park Swim complex project, the approximately
$40,000 transferred from the Blakely Shade Structure project will help to
reduce the use of general funds.

I. INTRODUCTION
The 2018-19 Annual Action Plan is a one-year plan to address housing and community
development needs in Lodi, with a particular focus on the needs of low-income households.
This is the fifth year of the implementation of the five-year Consolidated Plan. Both the
Consolidated Plan and the Action Plan are implemented by the Neighborhood Services
Division in the City of Lodi Community Development Department.
The 2018-19 Annual Action Plan was adopted by the City Council on May 2, 2018, and
approved by the US Department of Housing and Urban Development (HUD) in July 2018. An
Action Plan may be amended. This amendment is prepared pursuant to the City's Citizen
Participation Plan as approved by HUD.
The City is working to streamline project management, and part of that process includes
identifying projects that are not ready for funding or not a good fit for a Community
Development Block Grant (CDBG). In this amendment, we are looking to reallocate funds from
two projects: one canceled project and another project that is in progress but has excess funding.
These funds will go to two other projects that are currently in progress but that are lacking in
funds.
The first project to have funds reallocated is the City Hall/Carnegie Forum ADA improvements
project. For the City Hall/Carnegie Forum project, the City has experienced a decline in staff
across many departments in recent years, including staff working on capital improvement
projects such as the City Hall/Carnegie Forum project. Due to other funding obligations, staff
time and resources were directed toward other projects, which resulted in the City
Hall/Carnegie Forum project being delayed for implementation until another program year.

The Action Plan amendment is available for public review during a 30 -day public comment
period from March 5, 2019, to April 3, 2019. A public hearing on the amendment will be held on
March 15, 2018, at the Lodi City Council meeting.

III. ACTIVITY CHANGES
The City has identified two existing projects to which it will commit these reallocated CDBG
funds: 17.03 Blakely Park Swim Complex Improvements and 18.02 Alley Improvements. In
order to commit this funding to these existing activities, the City must amend the 2018-19
Annual Action Plan. A description of the activity and proposed funding reallocation follows.

The project consists of improvements to an existing public pool complex located at Blakely
Park, home of the Boys and Girls Club. Bids received came in higher than anticipated for the
City, and construction costs rose due to increased engineering for accessibility improvements
that were not previously identified. To address this overage, the project is using general funds
to cover the amount exceeding the original CDBG grant allocation. Alternatively, this
amendment will use excess CDBG funds to cover the entire cost of the project, thereby reducing
the amount of general funds used on this project.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL
ACTION PLAN 2018-19 AMENDMENT NO. 2
WHEREAS, the Department of Housing and Urban Development (HUD) has determined
that the City of Lodi, California, is entitled to Community Development Block Grant (CDBG) as
an entitlement community; and
WHEREAS, the 2018-19 Annual Action Plan was adopted by the City Council on
May 2, 2018, and approved by the U.S. Department of Housing and Urban Development (HUD)
in August 2018; and
WHEREAS, the City has identified the following projects that have an estimated total of
$92,860 in CDBG funding available for reallocation:

WHEREAS, staff has identified two existing public improvement projects in which to
commit the reallocated funds; and
WHEREAS, the City of Lodi has held, with proper notification and at the completion of

April 17, 2019, to receive comments on the proposed Action Plan Amendment.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
Amendment No. 2 of the 2018-19 Annual Action Plan to accommodate the aforementioned
reallocation to the following projects:

housing and community development activities. The City proposes to reallocate those funds
among various projects. More details of the reallocation will be provided in the public hearing
staff report.

NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, April 17 at 7:00

As a recipient of CDBG funding, the City has developed a five-year Consolidated Plan that
outlines the City's priority needs and the subsequent goals to be developed for low-income and
special needs residents. The five-year Consolidated Plan is designed to help the City assess the
priority needs within the community regarding affordable housing and community development -
related projects.
The Consolidated Plan also contains the 2019-20 Annual Action Plan, which generally describes
how the City will utilize program funds for eligible activities during the 2019-2020 fiscal year.
The Annual Action Plan can be amended as needed to reallocate funds to housing and community
development activities.
The U.S. Department of Housing and Urban Development (HUD) provides the City an annual
CDBG grant award. At the time of this publication, HUD has not announced the City's allocation
amount for the 2019-2020 CDBG program year. The City is estimating that Lodi will receive
approximately $630,000 in CDBG funds for the 2019-20 program year. The CDBG program
provides funding for activities that benefit low-income persons, eliminate slum or blight, or serve
an urgent need. Eligible activities include property acquisition, public improvements, housing
rehabilitation, economic development, and public services.
Draft 2019-2023 Consolidated Plan and 2019-2020 Annual Action Plan documents were made
available to the public for a 30 -day review period before adoption by the City Council. The
documents were released on March 19, 2019 for public review and comment and were available
at City Hall and the City's Community Development website:

be held on Wednesday, April 17, 2019 for review and approval of the draft Consolidated Plan and
