Overview
Public Hearing to consider a resolution approving the Draft 2019-23
Consolidated Plan and 2019-20 Annual Action Plan for the
Community Development Block Grant (CDBG) Program.
A public hearing is required as part of the federal requirements
under the U.S. Department of Housing and Urban Development
(HUD) for the Community Development Block Grant (CDBG)
program.
The overall goal of the CDBG program is to serve low- and moderate- income persons by developing
viable urban communities through the following actions: providing decent housing; providing a suitable
living environment; and expanding economic opportunities.
The 2019-23 Consolidated Plan is a five-year planning document that sets forth the priority needs and
goals for the CDBG program, and contains the 2019-20 Annual Action Plan. The Consolidated Plan
provides an outline of the actions to be undertaken in the next five years, in relation to capital
improvements, economic development, public services, infrastructure improvements, housing,
homelessness, special needs, and other various community development type activities, of which are
identified by the City and the community. The 2019-20 Annual Action Plan presents a detailed
description of the activities proposed for the 2019-20 CDBG program year, as well as the CDBG budget
and goals for that year.
The process of developing the 2019-23 Consolidated Plan has involved a significant amount of
community outreach and public involvement. Outreach included the distribution and collection of a
community needs survey, a workshop focused on noticing the public of CDBG funding and community
needs, consultations with local organizations and stakeholders, Lodi Improvement Committee meetings
that encourage citizen participation and public comment, a 30 -day public review period for the draft
consolidated and annual plan documents, as well as public hearings to allow for public feedback after the
release of the Draft 2019-23 Consolidated Plan and 2019-20 Annual Action Plan.
The information gathered through the outreach process pertaining to community needs and public
comment is then combined with a review of demographic and economic data sets, analyzed and
assessed, and then developed into a Needs Assessment and Housing Market Analysis that is provided
within the Consolidated Plan. Once these two sections are completed, they form the basis of the
Strategic Plan section, which details City goals for addressing priority needs over the next five years.

2019-23 Consolidated Plan Priority Needs and Goals
Based on community outreach, data collection, and analysis of housing, socio-economic and
infrastructure characteristics, the City proposes eleven (11) priority needs for the 2019-23 Consolidated
Plan cycle:
• Safe Neighborhood
• Park Improvements
• Public Facilities
• Public Infrastructure
• Affordable Housing
• Children
• Youth
• Seniors
• Persons with Disabilities
• Single -parent families
• Homelessness
Staff took into consideration the opinions of residents, community stakeholders, community-based
organizations, the Lodi Improvement Committee, City staff, and various other professional and influential
members of the community to decide on which goals would best address the identified priority needs.
The result was the creation of seven (7) primary goals that would be the focus over the next five years:
Develop Safe and Healthy Neighborhoods
• Develop safe, healthy, and secure neighborhoods within CDBG Target Area (e.g., neighborhood
watch groups, street lighting, traffic -calming methods, traffic signals, street or private home
cameras)
Improve Public Spaces
• Improve public spaces within CDBG Target Area (e.g., community gardens, park cleanups, street
cleaning, street surface improvements, alley improvements, and park improvements for youth
activities such as soccer fields)
Address Dilapidated Conditions
• Address dilapidated conditions to improve neighborhoods within CDBG Target Area (e.g., critical
repair program, code enforcement, housing rehabilitation, graffiti abatement)
Improve Access
• Improve access to public facilities and infrastructure for disabled, seniors, and low-income
families (e.g., transportation, ADA accessibility, sidewalk improvements)
Improve Housing Access and Affordability
• Improve housing opportunities, accessibility, affordability, and sustainability (e.g., fair housing,
rehabilitate affordable housing units, create new affordable housing units, homeless housing)
Build Capacity
• Build capacity, leadership, and connections within the CDBG Target Area (e.g., ABCD program)
Support Programs for Priority Populations
Support programs or projects that assist lower-income children, youth, seniors, and single -parent
families, and that assist the extremely low-income population (e.g., after-school recreation, homework
help, gang prevention, mental health services, homeless services, childcare)
Annual Action Plan
The 2019-20 Annual Action Plan is the first of five annual action plans for the 2019-23 CDBG period; it is
incorporated into the five-year Consolidated Plan document and includes the budget for the program
year, as well as the proposed projects and estimated allocations for each project. Though HUD has not
released the amount of CDBG awards for the 2019-20 program year, the City estimates that it will
receive $630,000 for the 2019-20 program year. The City Council has a policy of allocating 40 percent of
the annual CDBG award (net of administrative costs) to community-based organizations (CBOs), with the
remainder allocated to City projects. Also, HUD places a yearly 15 percent cap on funds spent on public
services.

Based upon the estimated allocation, the distribution of funds will be as follows:
City projects $302,400
CBO projects $201,600
Administration $126,000
TOTAL $630,000

At the completion of an application period that ran from December 17, 2019 to January 22, 2019 the City
received ten project applications from community-based organizations, requesting over $150,952 in
social service—type activities, $22,841 in planning and administration for fair housing -related projects,
and approximately $112,510 in capital improvement projects. Organizations requesting funding for social
service projects then had their applications evaluated with a grading/scoring matrix that is intended to
provide a standard of measurement to allow for an empirical rating of applicants. Each application is
rated on a grading scale that allowed a maximum of 157 points.
The review of the applications centered on the rating criteria that focuses on the following areas:
• Serving Priority Populations. Programs and projects were evaluated on whether they serve
targeted priority populations, as identified in the Consolidated Plan.
• Activity Need and Justification. Activities were evaluated on their ability to address a significant
community need and their benefit to very low-income persons.
• Readiness to Proceed. Programs and projects were evaluated based on their feasibility of
implementation, overall and within the allotted time frame.
• Cost Reasonableness and Effectiveness. Budgets were reviewed to determine completeness
and reasonableness of all costs related to the request for CDBG funding. Organizations applying
for service funding were also evaluated on their ability to become self-sustaining.
• Activity Management and Implementation. Applicants were evaluated on past experience,
administrative capacity, and financial management.
• Past Performance. Applicants previously receiving CDBG funds from the City were evaluated on
their reporting and timely expenditure of funds.
CDBG Funding Recommendations
Staff estimates that the City will receive an allocation of approximately $630,000 in CDBG funds for
program year 2019-20 from HUD. As of the date of this memo, the City has not been notified yet of its
annual allocation from HUD. Therefore, this plan puts forth only an estimate of projects and allocations
based upon last year's allocation. The plan also contains a contingency provision that outlines how the
City will allocate funds to projects once it receives news of its award. Per HUD's direction, the
contingency language allows the City to move forward with approval of its final plan even when final
allocations have not been announced and allows the City to submit the final plan within HUD's timely
submittal requirements.
For planning and administrative activities, an allocation of $126,000 (20 percent of the CDBG allocation)
is recommended to cover the costs of managing the CDBG Program plus fair housing services provided
by two service providers. Remaining funding recommendations are grouped into the following categories:
City Capital projects, City Service programs, CBO capital projects, and CBO service programs. Funding
recommendations for these categories are listed as follows, with additional detail on applicants and
recommendations in Exhibit A (Summary/Ranking of Applications Received).

Contingency Language
For social service projects, the budgets for all proposed activities will be proportionally increased or
decreased from estimated funding levels to match actual allocation amounts based on the percentage
they were recommended to receive in this draft (i.e. percentage of $94,500). This means that if there is a
decrease in funding, each social service project will receive a reduction in funding, whereas if there is an
increase in funding, each project will see an increase in funding in proportion to the percentage that it
was recommended to receive in this draft. The exception to this is that no project is able to be funded
under $7,000. If funding is reduced to the point of making a project go under $7,000, then each project
will begin to see a reduction in their funds up until the point of $7,000.
For capital improvement projects, if the City receives additional funding, this funding will go to the HEAP
Tiny Homes project's funding; however, if less funding is received than expected, the difference will be
taken out of the HEAP Tiny Homes project's funds. If the actual allocation is so low that it depletes the
HEAP project entirely, any additional lack in funding will be taken out of the Salvation Army's HVAC and
Refrigerator Repair Project.
Next Steps
Upon completion of the initial public hearing on April 17, 2019, the Draft 2019-23 Consolidated Plan and
2019-20 Annual Action Plan will be available for public review and comment and will be brought back for
final approval at a public hearing on May 1, 2019. Due to delays in the congressional operations,
submission dates for the Consolidated Plan have become tentative. HUD has sent the City a notice to
inform staff of the delay for 2019-20 fiscal year allocations. Depending on the announcement of the
official submittal date, the latest the Consolidated Plan may be submitted is August 15, 2019. Regardless
of this tentative submittal, the program year will begin July 1, 2019
FISCAL IMPACT:
The 2018-19 Annual Action Plan Amendment No. 2 documents are being
completed as an activity that is funded through the City's CDBG allocation
from U.S. Department of Housing and Urban Development.

In order to mitigate the use of general funds being spent on the overages
incurred by the Blakely Park Swim complex project, the approximately
$40,000 transferred from the Blakely Shade Structure project will help to
reduce the use of general funds.

RESOLUTION NO. 2019-63
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE
DRAFT 2019-2023 CONSOLIDATED PLAN AND 2019-2020
ANNUAL ACTION PLAN FOR THE COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) PROGRAM
WHEREAS, the Department of Housing and Urban Development (HUD) has determined
that the City of Lodi, California, is a Community Development Block Grant (CDBG) entitlement
community; and
WHEREAS, the City of Lodi, California, has created a draft Consolidated Plan which is
required by the U.S. Department of Housing and Urban Development in order for local
jurisdictions to receive federal housing and community development funds under the
Community Development Block Grant Program; and
WHEREAS, the draft Consolidated Plan provides a five-year outline of the actions to be
undertaken in the next five years, in regard to the priorities and goals of the CDBG program in
relation to public improvement, infrastructure improvements, economic development, social
services, housing, homelessness, special needs, and other community development type
actions identified by the City and the community; and
WHEREAS, the City of Lodi, California, will receive a federal CDBG allocation for Fiscal
Year 2019-2020; and
WHEREAS, federal appropriations for entitlement programs, including the CDBG
Program, have not yet been approved through Congress, and, therefore, the City has not
received its annual award allocation and is proceeding with an estimated allocation amount of
$630,000, based upon the previous year's allocation; and
WHEREAS, included within the Consolidated Plan, is the 2019-2020 Annual Action Plan
document which contains certain contingencies for adjusting final allocation amounts should the
actual 2019-2020 allocation amount be higher or lower than estimated; and
WHEREAS, the notice of funding availability for CDBG funds was properly advertised
and noticed in the paper, City Hall, and on the City's website, along with notice of an application
workshop and community needs workshop, which were held on January 2, 2019, at a regularly -
scheduled Lodi Improvement Committee meeting; and
WHEREAS, the draft 2019-2023 Consolidated Plan and 2019-2020 Annual Action Plan
was noticed and made available to the public for review and comment beginning March 19,
2019, and will be available for a minimum of 30 days; and
WHEREAS, the City of Lodi will hold, with proper notification, two public hearings at City
Council meetings on April 17, 2019 and May 1, 2019, to receive comments from the public
regarding the primary goals and priority needs identified in the Consolidated Plan, projected use
of CDBG funds, to provide the public with adequate information concerning the amount of funds
available for community development activities, the range of eligible activities, and other
important requirements, and for the City Council to approve the draft and final plans; and
WHEREAS, the City of Lodi, California, has received public input regarding the proposed
use of CDBG funds; and
WHEREAS, the City Council held a public hearing to review and approve a draft
2019-2020 Annual Action Plan; and
WHEREAS, staff therefore recommends the following estimated allocations for projects
based on last year's allocation. These will be adjusted according to the contingency provisions
in the Annual Action plan once HUD announces the allocation for the City:

to the projects recommended by staff in the amount of approximately $630,000, as indicated
above and as will be adjusted according to the contingency plan.

The purpose of the Consolidated Plan is to provide:
A five-year planning document for the City of Lodi that builds
on a participatory process while also mapping out priority
needs and goals;
An application for federal funds under HUD's CDBG formula
grant program; and
A strategy to be followed in carrying out HUD's programs.

NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, April 17 at 7:00 p.m. or
as soon thereafter as the matter may be heard, in the Lodi City Council Chambers, 305 West Pine Street,
Lodi, CA 95241 to consider the approval of the Community Development Block Grant (CDBG) Program
draft 2019-2023 Consolidated Plan and draft 2019-2020 Annual Action Plan, as well as to allow for
public comment on these matters.
As a recipient of CDBG funding, the City has developed a five-year Consolidated Plan that outlines the
City's priority needs and the subsequent goals to be developed for low-income and special needs
residents. The five-year Consolidated Plan is designed to help the City assess the priority needs within the
community regarding affordable housing and community development -related projects.
The Consolidated Plan also contains the 2019-20 Annual Action Plan, which generally describes how the
City will utilize program funds for eligible activities during the 2019-2020 fiscal year. The Annual Action
Plan can be amended as needed to reallocate funds to housing and community development activities.
The U.S. Department of Housing and Urban Development (HUD) provides the City an annual CDBG
grant award. At the time of this publication, HUD has not announced the City's allocation amount for the
2019-2020 CDBG program year. The City is estimating that Lodi will receive approximately $630,000 in
CDBG funds for the 2019-20 program year. The CDBG program provides funding for activities that
benefit low-income persons, eliminate slum or blight, or serve an urgent need. Eligible activities include
property acquisition, public improvements, housing rehabilitation, economic development, and public
services.
Draft 2019-2023 Consolidated Plan and 2019-2020 Annual Action Plan documents were made available
to the public for a 30 -day review period before adoption by the City Council. The documents were
released on March 19, 2019 for public review and comment and were available at City Hall and the City's
Community Development website: hitps://www.lodi.gov/I83/Community-Development-Block-Grant-
Progra. A public hearing will be held on Wednesday, April 17, 2019 for review and approval of the draft
Consolidated Plan and Annual Action Plan, and on May 1, 2019 another public hearing will be held to
adopt the final Consolidated Plan and Annual Action Plan
The purpose of these public hearings on April 17 and May 1 will be to give citizens an opportunity to
make their comments known regarding community needs, goals, and potential activities to be funded

POR EL PRESENTE SE NOTIFICA QUE, una audiencia publica se celebrara el Miercoles 17 de Abril a las
7:00 p.m. o tan pronto se le pueda dar audiencia al tema, en la Camara del Consejo Municipal de la Ciudad de

Development Block Grant (CDBG) Program 2018-2019 Annual Action Plan Amendment No. 2.
The CDBG program provides funding for activities that benefit low-income persons, eliminate
slum or blight, or serve an urgent need. Eligible activities include property acquisition, public
improvements, housing rehabilitation, economic development, and public services.
As a recipient of Community Development Block Grant (CDBG) funding, the City developed the
2018-19 Annual Action Plan which describes how the City utilizes program funds for eligible
activities during the fiscal year. The Action Plan can be amended as needed to reallocate funds to
housing and community development activities. The City proposes to reallocate those funds
among various projects. More details of the reallocation will be provided in the public hearing
staff report.
The 2018-19 Annual Action Plan Amendment No. 2 documents were made available to the
public for 30 days before adoption by the City Council. The documents were released on March
5, 2019, for public review and comment, and will be available at City Hall and the City's
Community Development website https://www.lodi.gov/183/Community-Development-
Block-Grant-Progra. A public hearing will be held on April 17, 2019 for review and adoption
of this 2018-19 Annual Action Plan Amendment.
The purpose of this public hearing will be to give citizens an opportunity to make their comments
known regarding reallocation of funds. If you are unable to attend the public hearing, you may

(221 West Pine Street) between the hours of 8:00 a.m. and 5:00 p.m. on weekdays.
