BACKGROUND INFORMATION:
Adopt resolution approving 2019/2020 Citywide Pavement Repair
Project for Road Repair and Accountability Act of 2017 funding.
The Road Repair and Accountability Act of 2017, Senate Bill 1
(SB1), will provide the City with State transportation funding through
an increase in the Gas Tax.
SB1 guidelines require that prior to receiving an apportionment of funds for this fiscal year, agencies
must prepare and submit a list of proposed SB1-funded projects to the California Transportation
Commission. All proposed projects must also be included or amended into the City's adopted budget
each year. The City is proposing to use the Fiscal Year 2019/20 apportionment on the 2019/2020
Citywide Pavement Repair Project.
Utilizing a pavement management system, the 2019/2020 Citywide Pavement Repair Project,
programmed for Fiscal Year 2019/20, includes performing structural pavement repairs at various
locations, as needed. The structural pavement repair process includes removing the damaged
pavement and underlying base material, recompacting the base material, and placing new asphalt
concrete. The repairs will prevent further deterioration of the streets before pot holes form and structural
damage spreads to adjacent pavement areas. This work is necessary in preparing the road segments
for future pavement resurfacing projects that include resurfacing the entire roadway.
Staff will later request Council action to approve plans and specifications and authorize advertisement for
bids and to award the contract once the plans, specifications, and estimates are complete.
Staff recommends approving 2019/2020 Citywide Pavement Repair Project for Road Repair and
Accountability Act of 2017 funding. The pavement repair project will extend the pavement life for three to
five years. The work will be within the City limits, bound by Turner Road, Guild Avenue, Harney Lane,
and Lower Sacramento Road, and will be performed from July 2019 through June 2020.
FISCAL IMPACT: Not applicable.
FUNDING AVAILABLE: Funding will be budgeted in Fiscal Year 2019/20.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
2019/2020 CITYWIDE PAVEMENT REPAIR PROJECT FOR ROAD
REPAIR AND ACCOUNTABILITY ACT OF 2017 FUNDING
WHEREAS, the Road Repair and Accountability Act of 2017, Senate Bill 1 (SB1) will
provide the City with State transportation funding through an increase in the Gas Tax; and
WHEREAS, SB1 guidelines require that prior to receiving an apportionment of funds, the
City must submit to the California Transportation Commission the projects proposed to be
funded each year; and
WHEREAS, the City is proposing to use the Fiscal Year 2019/20 apportionment on the
2019/2020 Citywide Pavement Repair Project; and
WHEREAS, the work will be within the City limits, bound by Turner Road, Guild Avenue,
Harney Lane, and Lower Sacramento Road; and
WHEREAS, staff recommends approving the 2019/2020 Citywide Pavement Repair
Project for Road Repair and Accountability Act of 2017 funding, in the amount of $220,000.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the 2019/2020 Citywide Pavement Repair Project for Road Repair and Accountability Act of
2017 funding, in the amount of $220,000.
