Pavement Crack Sealing Project ($30,000) and Appropriating Funds ($19,000)

RECOMMENDED ACTION:
BACKGROUND INFORMATION:
Adopt resolution authorizing City Manager to execute change orders
to 2018 Pavement Crack Sealing Project, in an amount not to
exceed $30,000, and appropriating funds in the amount of $19,000.
On November 7, 2018, Council awarded the contract for the 2018
Pavement Crack Sealing Project to Pavement Coatings, Co., of
Woodland, in the amount of $38,870.
While originally not planned for crack sealing until a later date, Beckman Road, from Pine Street to
Kettleman Lane, has developed extensive cracking, as shown in Exhibit A, and should be addressed as
soon as possible. Staff requested a proposal from the contractor to include Beckman Road into the
scope of work before further degradation requires more costly pavement resurfacing or replacement.
The location of the proposed work is shown in Exhibit B.
The contractor provided a proposal for additional crack sealing, including traffic control, in the amount of
$26,614 (Exhibit C). Staff recommends authorizing the City Manager to execute change orders up to
$30,000 to cover any minor changes that may arise during the additional work. If approved, the new
contract amount will be $65,484. The difference between the new contract amount and the requested
appropriation ($69,000) is to account for minor unforeseen changes in the remaining work.
Staff recommends authorizing City Manager to execute change orders to 2018 Pavement Crack Sealing
Project, in an amount not to exceed $30,000, and appropriating funds in the amount of $19,000.
FISCAL IMPACT: By increasing the crack sealing effort, the useful life of Beckman Road will
be extended. This project does not impact the General Fund.

RESOLUTION NO. 2019-53
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO EXECUTE CHANGE ORDERS TO
2018 PAVEMENT CRACK SEALING PROJECT; AND
FURTHER APPROPRIATING FUNDS
WHEREAS, on November 7, 2018, Council awarded the contract for the 2018 Pavement
Crack Sealing Project to Pavement Coatings Company, of Woodland, in the amount of $38,870;
and
WHEREAS, contract change orders are generally used to formalize changes in
construction and maintenance contracts to add to or subtract from the scope of work; and
WHEREAS, staff recommends authorizing the City Manager to execute change orders
to the 2018 Pavement Crack Sealing Project, in an amount not to exceed $30,000; and
WHEREAS, staff recommends the City Council appropriate funds in the amount of
$19,000 from the fund balance of Pavement Maintenance (30599000.77020) for Fiscal Year
2018/19.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute change orders to the 2018 Pavement Crack Sealing
Project, in an amount not to exceed $30,000; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize an
appropriation for the 2018 Pavement Crack Sealing Project, in the amount of $19,000, as set
forth above.
