Server License 2019 from SHI Inc., Somerset, NJ to Upgrade the City's Email

RECOMMENDED ACTION:
Adopt resolution authorizing City Manager to purchase of Microsoft
Exchange Server License 2019 from SHI Inc., Somerset, NJ to
upgrade the City's email services in the amount of $49,357.32.
BACKGROUND INFORMATION: The City is reliant on a functioning email server to effectively send
and receive emails and communicate with employees, contractors and citizens. A properly operating
email server is vital to receiving notifications from financial institutions emailing verification of utility
payments from customers. The City currently uses Microsoft Exchange Server 2010 to process all email
services with the City. The current email server will no longer be supported by Microsoft beginning in
2020.
Staff suggests purchasing the latest version of Microsoft Exchange server 2019 from SHI Inc.. Licensing
for Microsoft Exchange is sold through value-added resellers and cannot be directly purchased from
Microsoft. SHI Inc. is a registered value added reseller of Microsoft licensing.

A functioning email system is critical to City operations. All internal and
external electronic mail are managed through the City's email server.
Without a properly operating email server, the City would not be able to
communicate with constituents or send and receive payment verification of
utility services.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO PURCHASE MICROSOFT
EXCHANGE SERVER LICENSE 2019 FROM SHI, INC., OF
SOMERSET, NEW JERSEY, TO UPGRADE CITY OF LODI
EMAIL SERVERS
WHEREAS, the City of Lodi is reliant on a functioning email server to effectively send
and receive emails; and
WHEREAS, a properly operating email server is vital to receiving notifications from
financial institutions emailing verification of utility payments from customers; and
WHEREAS, the current email server is considered by Microsoft to be end of life by the
year 2020 and will not receive software support; and
WHEREAS, two value-added resellers of Microsoft licenses were reviewed by
Information Technology staff:

WHEREAS, staff recommends that the City Council approve the purchase of the
Microsoft Exchange Server license from SHI, Inc., the company submitting the lowest bid
price.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to purchase Microsoft Exchange 2019 licensing from SHI, Inc., of
Somerset, New Jersey, in the amount of $49,357.32.
