BACKGROUND INFORMATION:
Approve specifications and authorize advertisement for bids to
upgrade existing facilities at the McLane Substation.
The Electric Utility (EU) maintains approximately 143 miles of
overhead electric lines, 164 miles of underground cable, and four
distribution substations to provide electric service to Lodi's residents
and businesses.
The McLane Substation circuit breakers and relay protection equipment are approximately 40 years old
and prone to abrupt failure. On November 1, 2017, the City Council authorized staff to enter into a
professional services agreement with an engineering firm to design the upgrade of these aging facilities.
The design is complete and staff is now proposing to advertise for bids to start the construction. The EU
Capital Improvement Plan (CIP) includes plans for the proposed construction. Construction is anticipated
to start in the Fall of 2019 with completion estimated by Spring 2020.
The design specifications and outlines of the scope of work required by the contractor for the upgrades
along with the bid documents are on file at the EU.
FISCAL IMPACT:
FUNDING AVAILABLE:
Actual fiscal impact is unknown until bids are received and reviewed by
staff. The engineer's estimate is $1.4 million.
Construction costs included in FY 2019/20 CIP (Project No. EUCP-18148).
