AGENDA TITLE: Modify Parking Bail Schedule
MEETING DATE: July 19, 2000

RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the
City Manager to petition the San Joaquin County Superior Court,
Lodi Branch, to increase the parking bail violation fines.
BACKGROUND INFORMATION: At the June 21, 2000 City Council meeting, the Downtown Lodi
Business Partnership (DLBP) and City staff presented several
parking solutions for the downtown area, including increased parking
fines. The intent of increasing the parking fines is to encourage
employees to park in the assigned permit areas and not in the time -restricted (2 -hour) areas. City Council
concurred with our recommendations and now it's necessary to bring this item back for Council to adopt
a resolution.
The current fine for parking "overtime" is $8.50. As mentioned at the last Council meeting, the DLBP
recommends increasing the fine to $15.00. The DLBP also recommends increasing the fine for parking in
a permit area without a proper permit from $12.00 to $24.00. Staff contacted several agencies and their
fines and our recommendations are shown on the attached Exhibit A. The Lodi Superior Court Judges
have reviewed our recommendations and concur with the bail modifications.
After the Judges officially process the modified bail schedule, new citation books will be ordered. The new
fines will not go into effect until the new books arrive, in approximately six weeks.
FUNDING: Funding from the Finance Administration Account for 200 citation books (5,000 citations
total) will cost approximately $1,000.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO PETITION THE SAN JOAQUIN COUNTY
SUPERIOR COURT, LODI BRANCH, TO MODIFY THE PARKING BAIL
SCHEDULE TO INCREASE PARKING BAIL VIOLATION FINES
WHEREAS, the San Joaquin County Superior Court, Lodi Branch, has the
responsibility to set the amount of bail for parking violation fines; and
WHEREAS, the current bail schedule is not sufficient to cover the mandated
surcharges which are distributed by the Courts; and
WHEREAS, the current bail schedule does not compensate the City for the costs
of providing a parking enforcement program; and
WHEREAS, an increase in the bail schedule will reduce the City's cost for
maintaining a parking enforcement program in the downtown and in the area east of
Pacific Coast Producers.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
authorize the City Manager to petition the San Joaquin County Superior Court, Lodi
Branch, to increase the bail schedule as provided in Exhibit A attached and made a part
of this Resolution.
