BACKGROUND INFORMATION: A public hearing is required as part of the federal requirements
under the U.S. Department of Housing and Urban Development
(HUD) for the Community Development Block Grant (CDBG) program.
The 2019-2023 Consolidated Plan is a five-year planning document for the CDBG program, which also
contains the 2019-2020 Annual Action Plan. The Consolidated Plan provides an outline of the City
actions to be undertaken in the next five years in regard to the priority needs and goals of the CDBG
program. The Annual Action Plan presents a detailed description of each activity proposed for the next
CDBG program year, as well as the City's CDBG budget and goals for that year.
Funding Allocation
HUD has not released the amount of CDBG awards for the 2019-20 program year. The City estimates
that it will receive $630,000. The City Council has a policy of allocating 40 percent of the annual CDBG
award (net of administrative costs) to community-based organizations (CBOs), with the remainder going
to City projects. There is a 15 percent public service cap on the overall annual allocation.
The Draft 2019-2023 Consolidated Plan and Annual Action Plan will be available for public review and
comment for 30 -days and will be brought back for final approval on May 1, 2019. Due to delays in the
congressional operations, the submission deadline for the Consolidated Plan and Annual Action Plan are
tentative at this time; however, the City estimates the adopted Consolidated Plan and Annual Action Plan
documents will need to be submitted to HUD no later than May 15, 2019, in order to receive funding
beginning July 1, 2019.

NOTICE OF PUBLIC HEARING FOR APPROVAL OF THE DRAFT 2019-2023 CONSOLIDATED
PLAN AND DRAFT 2019-2020 ANNUAL ACTION PLAN
NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday, April 17 at 7:00 p.m. or
as soon thereafter as the matter may be heard, in the Lodi City Council Chambers, 305 West Pine Street,
Lodi, CA 95241 to consider the approval of the Community Development Block Grant (CDBG) Program
draft 2019-2023 Consolidated Plan and draft 2019-2020 Annual Action Plan, as well as to allow for
public comment on these matters.
As a recipient of CDBG funding, the City has developed a five-year Consolidated Plan that outlines the
City's priority needs and the subsequent goals to be developed for low-income and special needs
residents. The five-year Consolidated Plan is designed to help the City assess the priority needs within the
community regarding affordable housing and community development -related projects.
The Consolidated Plan also contains the 2019-20 Annual Action Plan, which generally describes how the
City will utilize program funds for eligible activities during the 2019-2020 fiscal year. The Annual Action
Plan can be amended as needed to reallocate funds to housing and community development activities.
The U.S. Department of Housing and Urban Development (HUD) provides the City an annual CDBG
grant award. At the time of this publication, HUD has not announced the City's allocation amount for the
2019-2020 CDBG program year. The City is estimating that Lodi will receive approximately $630,000 in
CDBG funds for the 2019-20 program year. The CDBG program provides funding for activities that
benefit low-income persons, eliminate slum or blight, or serve an urgent need. Eligible activities include
property acquisition, public improvements, housing rehabilitation, economic development, and public
services.
Draft 2019-2023 Consolidated Plan and 2019-2020 Annual Action Plan documents were made available
to the public for a 30 -day review period before adoption by the City Council. The documents were
released on March 19, 2019 for public review and comment and were available at City Hall and the City's
Community Development website: hitps://www.lodi.gov/I83/Community-Development-Block-Grant-
Progra. A public hearing will be held on Wednesday, April 17, 2019 for review and approval of the draft
Consolidated Plan and Annual Action Plan, and on May 1, 2019 another public hearing will be held to
adopt the final Consolidated Plan and Annual Action Plan
The purpose of these public hearings on April 17 and May 1 will be to give citizens an opportunity to
make their comments known regarding community needs, goals, and potential activities to be funded

POR EL PRESENTE SE NOTIFICA QUE, una audiencia publica se celebrara el Miercoles 17 de Abril a las
7:00 p.m. o tan pronto se le pueda dar audiencia al tema, en la Camara del Consejo Municipal de la Ciudad de
Lodi, 305 West Pine Street, Lodi, Calif. 95241 para que se considers la aprobacion del proyecto del Plan
Consolidado para los anos 2019-2013 y el Plan de Accion Anual para el Ano 2019-2020 pertinente al Programa

Como beneficiario de fondos de Subvencion en Bloque para el Desarrollo Comunitario (CDBG), la Ciudad ha
desarrollado un Plan Consolidado quinquenal (de cinco anos). El cual detalla las necesidades de prioridad y las
metas posteriores que deberan ser formuladas para la poblacion de bajos ingresos y de necesidades especiales. El
Plan de Consolidacion quinquenal esta disenado para asistirle al Municipio con la evaluacion de cuales son las
necesidades de prioridad dentro de la comunidad, pertinente a viviendas asequibles y proyectos relacionados con
el desarrollo comunitario.
El Plan de Consolidacion tambien contiene el Plan de Accion Anual para el ano 2019-20, el cual
generalmente describe como la Ciudad debera utilizar los fondos del programa para actividades elegibles
durante el ano fiscal 2019-20. El Plan de Accion Anual puede ser modificado segun sea necesario para
redistribuir fondos para las actividades del desarrollo comunitario y para las viviendas.
El Departamento de Vivienda y Desarrollo Urbano de los Estados Unidos (HUD) le proporciona a la

NOTICE IS HEREBY GIVEN that a public hearing will be held on Wednesday April 17, 2019 at
7:00 p.m. or as soon thereafter as the matter may be heard, in the Lodi City Council Chambers,
305 West Pine Street, Lodi, CA 95241 in order to consider the approval of the Community
Development Block Grant (CDBG) Program 2018-2019 Annual Action Plan Amendment No. 2.
The CDBG program provides funding for activities that benefit low-income persons, eliminate
slum or blight, or serve an urgent need. Eligible activities include property acquisition, public
improvements, housing rehabilitation, economic development, and public services.
As a recipient of Community Development Block Grant (CDBG) funding, the City developed the
2018-19 Annual Action Plan which describes how the City utilizes program funds for eligible
activities during the fiscal year. The Action Plan can be amended as needed to reallocate funds to
housing and community development activities. The City proposes to reallocate those funds
among various projects. More details of the reallocation will be provided in the public hearing
staff report.
The 2018-19 Annual Action Plan Amendment No. 2 documents were made available to the
public for 30 days before adoption by the City Council. The documents were released on March
5, 2019, for public review and comment, and will be available at City Hall and the City's
Community Development website https://www.lodi.gov/183/Community-Development-
Block-Grant-Progra. A public hearing will be held on April 17, 2019 for review and adoption
of this 2018-19 Annual Action Plan Amendment.
The purpose of this public hearing will be to give citizens an opportunity to make their comments
known regarding reallocation of funds. If you are unable to attend the public hearing, you may
