BACKGROUND INFORMATION The State last year awarded the City a $249,525 grant to renovate the Lodi Lake Nature Area amphitheater and educational facilities. The City's Environmental Education Facilities Grant Program application specified that Parks, Recreation and Cultural Services would work with the Acorn Group on creating interpretive panels to support an outdoor education component of the project. The Acorn Group previously worked with the City on high- quality interpretive panels elsewhere at Lodi Lake Park. Although the onsite construction elements of the projects won't be done until 2020 at the earliest, PRCS is moving forward with developing the panels. The grant requires the City to expend funds on behalf of the project and submit for reimbursement. The interpretive panel expense was included in the project budget. The City Manager has executed the contract with the Acorn Group, which is prepared to begin its work on developing the interpretive panels, but the Fiscal Year 201-8/19 budget does not include an appropriation for the Nature Area project. The contract with the Acorn Group is for $34,255.25, but the final sales tax amount is subject to change. Staff requests the City Council appropriate $35,000 in Account No. 20599000.77020 for the initial project costs. Actual costs will be reimbursed by the State of California through the Outdoor Environmental Education Facilities Grant (award letter attached). FISCAL IMPACT: None. Mangat, Director RECEIVED MAY 072018 PARKS & RECREATION The Office of Grants and Local Services (OGALS) completed the application review process for the Outdoor Environmental Education Facilities (OEEF) Program. OGALS is pleased to inform you that the project identified above has been selected for funding. Congratulations! As an OEEF grant recipient, a representative from your agency must attend an OEEF Grant Administration workshop to learn more about the contract and grant administration process. Workshop attendance is mandatory prior to receiving a grant contract. Information on the mandatory workshop will follow in a separate letter. The contract performance period for this project began on July 1, 2017. Project costs are not reimbursable until you receive a fully executed grant contract. OGALS will initiate a contract and send it to you for signature after your agency has attended the mandatory workshop. The liquidation date for this project is June 30, 2025. Therefore, the Project Completion Packet is due to OGALS by March 31, 2025. This OGALS due date allows time for the final site inspection and processing of the final payment prior to the liquidation date. Each OEEF grantee must record a Deed Restriction on the project property (if owned by the grantee). The Deed Restriction ensures that the property is used for a purpose consistent with the grant scope for the length of the contract performance period. The Deed Restriction is required prior to any grant payment. Sincerely, Sedric it hell, Deputy Director External Affairs cc: Project file RESOLUTION NO. 2019-41 A RESOLUTION OF THE LODI CITY COUNCIL APPROPRIATING FUNDS FOR LODI LAKE PARK NATURE AREA INTERPRETIVE PANELS WHEREAS, the City of Lodi has been awarded a $249,525 grant by the State of California to renovate the Lodi Lake Park Nature Area amphitheater and related educational facilities; and WHEREAS, the City's Environmental Education Facilities Grant application specified the Acorn Group would develop eight interpretive panels to educate visitors to the Nature Area about the local environment; and WHEREAS, the City has entered into a contract with the Acorn Group to develop the panels at a cost of $34,255.25, plus final adjustments for sales tax; and WHEREAS, the City's Fiscal Year 2018/19 budget does not include funding for this project, due to the grant funding notification occurring after the fiscal year's budget adoption; and WHEREAS, the grant requires the City to expend funds on behalf of the project and submit for reimbursement from the State. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby appropriate $35,000 for development, fabrication, and delivery of eight interpretive panels for the Lodi Lake Park Nature Area from Account No. 20599000.77020.
