BACKGROUND INFORMATION: This project will resurface five tennis courts with a new textured, colored surfacing system and apply new colored game lines. The tennis courts at Kofu Park are approximately 45 years old and in need of repair. The colored concrete surfacing has faded and has numerous cracks along with portions that have chipped away. The surface also has some offset construction joints that create potential tripping hazards and settlement has caused small localized ponding, as shown on Exhibit A. This project also includes restriping the west two tennis courts of Legion Park to six pickieball courts. The work for this project includes cleaning and preparing the existing concrete surface, filling cracks and joints, repairing low spots, and applying a textured, colored surfacing system consisting of three layers of new acrylic coatings and new textured game lines. On March 5, 2019, the Parks and Recreation Commission gave its unanimous approval for the Kofu Park Resurfacing project, with the understanding that the Parks Division will be responsible for placing poles, nets and facilitating the striping for six pickle ball courts at Legion Park. To meet this expectation of new pickieball courts, restriping of game lines for the two westerly tennis courts at Legion Park was included in this project. The plans and specifications are on file in the Public Works Department. The planned bid opening date is April 10, 2019. The project estimate is $77,000. FISCAL IMPACT: The project will have a minimal impact on annual maintenance costs and will reduce the City's exposure to claims related to the condition of tennis court surfaces.
