A. Roll Call by City Clerk
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, April 30, 2019, commencing at 7:18 a.m.
Present: Council Member Johnson, Council Member Mounce, Council Member Nakanishi, and
Mayor Pro Tempore Kuehne
Absent: Mayor Chandler
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Ferraiolo
NOTE: Council Member Johnson participated in the meeting via teleconference.
B. Topic(s)
B-1 Receive Information on Church Street Road Diet Project (PW)
Firoz Vohran, the City's contracted Traffic Engineer, provided a PowerPoint presentation
regarding the Church Street Bike Lane Improvement Project. Specific topics of discussion
included video by the Federal Highway Administration, project location, current conditions, project
purpose, existing and proposed cross sections, benefits, collision history, reduction of conflict
points to improve safety, feasibility analysis, simulation results, recommendation, project funding,
similar lane configuration, public outreach, and next steps.
In response to Council Member Nakanishi, Public Works Director Charlie Swimley stated the
proposed project supports the Chamber of Commerce Vision 2020 plan with bike tourism and
bike lanes leading to the downtown and the Chamber provided positive feedback on the proposal.
Unfortunately, no one representing the downtown merchants attended the public outreach
meeting with the Chamber.
Council Member Mounce stated that, while she dislikes the terminology "road diet," she does
support changing Church Street from four lanes to two lanes with a two-way, left turn lane and
suggested doing the same on the upcoming Lockeford Street improvement project. In response,
Mr. Swimley stated the Lockeford Street project is also a three -lane configuration (i.e. two lanes
with a two-way, left -turn lane).
Mayor Pro Tempore Kuehne stated the Chamber meeting was highly attended by Bike Lodi
members. Further, he stated the green lane striping is costly, and suggested, if the City opts to
proceed with that option, it be intermittent with the first 5 to 6 feet striped and additional green
striping a few feet apart. He also expressed opposition to swapping the lane structure, as
suggested at the Chamber meeting, because there are too many driveways that could make it
hazardous for bicyclists and stated he believes there is not enough room to include the
northbound Church Street approach at Lodi Avenue, which was another suggestion made at the
Chamber meeting. Overall, he stated he is in favor of the project because it will enhance the
downtown area and make it safer and more user-friendly.
Council Member Mounce expressed support for the project. In response, Mr. Swimley stated
additional costs have not yet been determined should the green lane striping be added, but staff
is researching newer products that hold up better and longer. Council Member Mounce stated
she would like to see those figures before a decision is made on whether or not to add that
component to the project.

Myrna Wetzel, member of the public, suggested the City consider doing a similar "road diet" on
Ham Lane between Elm Street and Turner Road because of the heavy traffic and drivers
performing illegal turns and holding up traffic.

No action was taken by the City Council. The meeting was adjourned at 7:47 a.m.

RECOMMENDED ACTION: Receive information on Church Street Road Diet Project.
BACKGROUND INFORMATION: There is an increased interest in promoting bike tourism within the
City of Lodi with an emphasis on encouraging cycling in the
downtown area. In 2017, the City applied for and was awarded
$1,459,935 in competitive Measure K grant funding to design and construct a bicycle/pedestrian
enhancement project on Church Street between, Lodi Avenue and Lockeford Street.
The Church Street Road Diet Project extends from Lodi Avenue to Lockeford Street. The proposed
project includes reducing the existing four travel lanes to two travel lanes, installing a two-way left -turn
lane, installing Class 2 bike lanes, modifying and improving signal equipment to provide bike detection,
and installing other pedestrian safety features. Traffic models reflect the proposed roadway configuration
improves the level of service for vehicles and improves pedestrian and bicycle safety.
Staff conducted a public meeting on February 27, 2019 at the Lodi Chamber of Commerce, where
members of the cycling community provided feedback to staff. The Shirtsleeve presentation will outline
the conceptual project design and provide opportunity for Staff to receive additional comments from the
public, along with feedback from the City Council.

The Data suggests that Installing left -turn lanes and signal
phases along with designated bike lanes striping will
increase visibility for both the motorist and the active
transportation users on Church St... thereby enhancing
safety.

Studies indicate a 19 to 47 percent reduction in overall crashes
when a three lane configuration is installed on a previously
four—lane undivided facility as well as a decrease in crashes
involving drivers under 35 years of age and over 65. ,
