A. Roll Call by City Clerk
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, April 23, 2019, commencing at 7:00 a.m.
Present: Council Member Johnson, Mayor Pro Tempore Kuehne, and Mayor Chandler
Absent: Council Member Mounce, and Council Member Nakanishi
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Ferraiolo
NOTE: Council Member Johnson participated in the meeting via teleconference.
B. Topic(s)
B-1 Receive Update on Sustainable Groundwater Management Act and
Eastern San Joaquin Groundwater Authority (PW)
Public Works Director Charlie Swimley provided a PowerPoint presentation regarding Sustainable
Groundwater Management Act (SGMA) and Eastern San Joaquin Groundwater Authority update.
Specific topics of discussion included background, timeline, Groundwater Sustainability Plan
(GSP) funding, GSP framework, schedule, key policy issues, and next steps. Mr. Swimley also
reported on the public review and participation process.
City Attorney Magdich reported that the State Department of Water Resources will weigh in and
review all GSPs for adequacy, which could take 18 months or so, and agencies must coordinate
with each other. Further, Ms. Magdich stated that staff has worked diligently to ensure Lodi's story
is made clear to everyone in the agency that Council committed money for the surface water
treatment plant and Lodi is now at 50 percent reduction in water, which will increase to 55 percent
in one to two years. Everyone in the groundwater sustainability agency needs to know that Lodi
has been proactive.

RECOMMENDED ACTION: Receive update on Sustainable Groundwater Management Act and
Eastern San Joaquin Groundwater Authority.
BACKGROUND INFORMATION: On August 29, 2014, the California Legislature passed comprehensive
groundwater legislation enacting the "Sustainable Groundwater
Management Act" (SGMA). Governor Brown signed the legislation on
September 16, 2014 and it became effective on January 1, 2015.
SGMA requires the formation of groundwater sustainability agencies (GSA's) and the development and
implementation of one or more groundwater sustainability plans (GSP's) for each groundwater basin
categorized by the California Department of Water Resources as high- or medium -priority.
The Eastern San Joaquin Groundwater Authority is a collaboration of agencies (including Lodi) within the
county working to prepare a GSP in accordance with the SGMA legislation. The Authority was formed in
February 2017 and has since made significant progress in preparing a GSP for the entire groundwater
basin by the required submittal date of January 31, 2020.
Staff will provide a review of the SGMA legislation, an update on the GSP including the GSP framework,
funding, schedule, key policy issues, and the next steps needed to facilitate completion.

• The Sustainable Groundwater Management Act (SGMA)
became effective on January 1, 2015.
• SGMA requires the establishment of Groundwater
Sustainability Agencies (GSA) and the development and
implementation of one or more Groundwater
Sustainability Plans (GSP).
• Failure of local agencies to comply with SGMA could
result in State intervention.
Background
• Eastern San Joaquin Groundwater Authority

— Framework for entities to work together to mutually develop and
ultimately adopt a GSP for the entire basin.
