Candy Cane Park 2019 Improvements

RECOMMENDED ACTION: Approve plans and specifications and authorize advertisement for
bids for Candy Cane Park 2019 Improvements.
BACKGROUND INFORMATION: Candy Cane Park (also known as Kandy Kane Park) was originally
built in the late 1950's through contributions from Soroptimist
International, of Lodi. The same group provided donations in
1991/1992 to purchase a replacement play structure for the park. The playground had minor American's
with Disabilities (ADA) improvements completed in 1997; however, the play structure has since
deteriorated and was ultimately removed for code -compliance and safety reasons; and the existing the
park site improvements no longer comply with current accessibility and building code requirements.
The Parks and Recreation Commission has recently prioritized Candy Cane Park playground
reconstruction as first of several park improvement projects. Improvement projects for English Oaks,
Katzakian, and Beckman parks will be programmed as funding becomes available.
This project will consist of removing the remaining equipment (swings, footings, benches, etc.) and
installing ADA accessible playground, benches, picnic tables, swings, a drinking fountain, fencing, new
accessible concrete sidewalks, and a new stone park sign. Photos of the existing park are shown in
Exhibit A. A site plan/playground rendering is shown in Exhibit B.
The plans and specifications are on file in the Public Works Department. The planned bid opening date
is March 27, 2019. The project estimate is $300,000.
FISCAL IMPACT:
FUNDING AVAILABLE:
The project will have a minimal impact on annual maintenance costs and
will reduce the City's exposure to claims related to accessibility.
Funding will be identified at project award.
