A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE
DRAFT 2019-2023 CONSOLIDATED PLAN AND 2019-2020
ANNUAL ACTION PLAN FOR THE COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) PROGRAM
WHEREAS, the Department of Housing and Urban Development (HUD) has determined
that the City of Lodi, California, is a Community Development Block Grant (CDBG) entitlement
community; and
WHEREAS, the City of Lodi, California, has created a draft Consolidated Plan which is
required by the U.S. Department of Housing and Urban Development in order for local
jurisdictions to receive federal housing and community development funds under the
Community Development Block Grant Program; and
WHEREAS, the draft Consolidated Plan provides a five-year outline of the actions to be
undertaken in the next five years, in regard to the priorities and goals of the CDBG program in
relation to public improvement, infrastructure improvements, economic development, social
services, housing, homelessness, special needs, and other community development type
actions identified by the City and the community; and
WHEREAS, the City of Lodi, California, will receive a federal CDBG allocation for Fiscal
Year 2019-2020; and
WHEREAS, federal appropriations for entitlement programs, including the CDBG
Program, have not yet been approved through Congress, and, therefore, the City has not
received its annual award allocation and is proceeding with an estimated allocation amount of
$630,000, based upon the previous year's allocation; and
WHEREAS, included within the Consolidated Plan, is the 2019-2020 Annual Action Plan
document which contains certain contingencies for adjusting final allocation amounts should the
actual 2019-2020 allocation amount be higher or lower than estimated; and
WHEREAS, the notice of funding availability for CDBG funds was properly advertised
and noticed in the paper, City Hall, and on the City's website, along with notice of an application
workshop and community needs workshop, which were held on January 2, 2019, at a regularly -
scheduled Lodi Improvement Committee meeting; and
WHEREAS, the draft 2019-2023 Consolidated Plan and 2019-2020 Annual Action Plan
was noticed and made available to the public for review and comment beginning March 19,
2019, and will be available for a minimum of 30 days; and
WHEREAS, the City of Lodi will hold, with proper notification, two public hearings at City
Council meetings on April 17, 2019 and May 1, 2019, to receive comments from the public
regarding the primary goals and priority needs identified in the Consolidated Plan, projected use
of CDBG funds, to provide the public with adequate information concerning the amount of funds
available for community development activities, the range of eligible activities, and other
important requirements, and for the City Council to approve the draft and final plans; and
WHEREAS, the City of Lodi, California, has received public input regarding the proposed
use of CDBG funds; and
WHEREAS, the City Council held a public hearing to review and approve a draft
2019-2020 Annual Action Plan; and
WHEREAS, staff therefore recommends the following estimated allocations for projects
based on last year's allocation. These will be adjusted according to the contingency provisions
in the Annual Action plan once HUD announces the allocation for the City:

CITY CAPITAL PROJECTS ($289,500)
• Blakely Park Restroom ($273,000)
• HEAP Tiny House ($16,500)
CITY SERVICE PROGRAMS ($30,000)
• Graffiti Abatement ($30,000)
COMMUNITY-BASED ORGANIZATION — CAPITAL PROJECTS ($120,000)
• Salvation Army: HVAC/Refrigerator Repairs ($120,000)
COMMUNITY-BASED ORGANIZATION — SERVICE PROGRAMS ($64,500)
• LOEL Foundation - Meals on Wheels Program ($7,500)
• Second Harvest Food Bank - Food Assistance Program ($9,000)
• Salvation Army: Hope Harbor Shelter - Facility Administration ($12,000)
• CA Human Development - Immigration Expansion Program ($8,000)
• Community Partnership for Families - Family Resource Center and Youth Program ($28,000)
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does
hereby approve the draft 2019-2023 Consolidated Plan and 2019-2020 Annual Action Plan
which includes the recommended federal allocations of CDBG funds for Fiscal Year 2019-2020
to the projects recommended by staff in the amount of approximately $630,000, as indicated
above and as will be adjusted according to the contingency plan.
