Dixon Flynn -- Ci y Manager CAWARD 07/21/00 CITY OF LODI COUNCIL • • �4t1FOP�`P AGENDA TITLE: Award Contract for Beckman Road Reconstruction and Bike Lane Striping, 1,000 Feet South of Vine Street to 700 Feet North of Pine Street ($915,000) MEETING DATE: August 2, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for the above project to Granite Construction, of Stockton, in the amount of $915,287.40; and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: This project consists of reconstructing approximately 160,000 square feet of asphalt concrete pavement, installing 5,900 square feet of curb, gutter or sidewalk, miscellaneous drainage facilities, traffic striping, including bike lanes, and other incidental and related work as shown on the plans and specifications for the project. Plans and specifications for this project were approved on June 7, 2000. The bid items for this project also included seven optional items of work for the installation of 1,800 linear feet of missing sidewalk at several locations along Beckman Road and the space between the west curb and the freeway/ditch, plus an option to deliver the old asphalt pavement grinding to the White Slough Water Pollution Control Facility (WSWPCF) to be used as road base for dirt roads at the Facility. Given recent Council direction to begin installing sidewalk at locations where it is missing, it is our recommendation to approve the construction of all seven optional work items along with the Beckman Road Reconstruction Project. Funding is available through Transportation Development Act (TDA) to cover the optional sidewalk construction costs. However, some of these locations front partially on undeveloped property from which the City could seek reimbursement. Transporting the asphalt grindings to the WSWPCF will be funded by the Facility's road maintenance account. The bid price is much higher than our estimate for a number of reasons. Typically, on a road reconstruction project of this size, only a few larger contractors would bid, and many are very busy this year. The bid prices also reflect the year's rise in oil prices and the associated rise in asphalt prices. Our cost estimate was completed last year with the application for Federal and State funds and, therefore, did not include these higher prices. This contractor has listed only 0.4% of the contract work being done by a certified DBE subcontractor. The contractor made a good -faith effort to get DBE bidders; however, other than the one DBE listed, they received no response from the DBE's contacted. Their contact with DBE's included advertising in four trade publications and telephone/fax solicitations. Staff feels that the contractor's efforts to recruit DBE's for this project meet the guidelines of the DBE program. We also note that the second bidder had 0% DBE participation. WHEREAS, this project is being funded with State and Federal funds which require that the contractor meet certain Disadvantaged Business Enterprise (DBE) program goals; and WHEREAS, the program goal of this project was 11% for disadvantaged -business participation, and if these goals are not met, the contractor must show that a good -faith effort was made to meet the goal; and WHEREAS, Granite Construction has listed only 0.4% of the contract work being done by a certified DBE subcontractor. The contractor made a good -faith effort to get DBE bidders; however, other than the one DBE listed, they received no response from the DBE's contacted. Their contact with DBE's included advertising in four trade publications and telephone/fax solicitations; and WHEREAS, staff recommends award of the contract for Beckman Road Reconstruction and Bike Lane Striping, 1,000 Feet South of Vine Street to 700 Feet North of Pine Street to Granite Construction, of Stockton, California; and WHEREAS, staff further recommends that the City Council make a finding that the contractor's efforts to recruit DBE's for this project meet the guidelines of the DBE program. We also note that the second bidder had 0% DBE participation.
