Committee; and Benjamin Plath to the Greater Lodi Area Youth Commission; and post for one expiring
term on the Lodi Improvement Committee.
BACKGROUND INFORMATION: The City Council directed the City Clerk to post for vacancies on the
Parks and Recreation Commission, Senior Citizens Commission,
Site Plan and Architectural Review Committee, and San Joaquin
Council of Governments Citizens' Advisory Committee on October 17, 2018, and for a vacancy on the
Greater Lodi Area Youth Commission on November 15, 2018.
The Mayor reviewed the applications, conducted interviews, and recommends that the City Council
concur with the appointments as detailed below.
There is one expiring term on the Lodi Improvement Committee. It is recommended that the City Council
direct the City Clerk to post for the expiring term for a 30 -day period. Government Code Section 54970
et seq. requires that the City Clerk post for vacancies to allow citizens interested in serving to submit an
application.

February 6, 2019, unanimously supported the Mayor's recommendation to reappoint
Richard Blackston to serve as the City of Lodi representative to the San Joaquin Council
of Governments Citizens Advisory Commission.

Thank you very much for submitting an application for interest in reappointment to the Site Plan &
Architectural Review Committee. I would also like to thank you for taking the time to meet with the
Mayor regarding the appointment selection process.
Many qualified candidates were interviewed by the Mayor, making the selection process a difficult
one. Ultimately, Mayor Chandler recommended that another applicant be appointed to the
Committee. At the regular City Council meeting of February 6, 2019, Council concurred with the
Mayor's recommendation.
In ending your service with the Commission, it will be necessary for you to complete a Form 700 -
Conflict of Interest Leaving Office Statement (copy enclosed) no later than 30 days from the effective
date of your resignation as presented to Council (due Wednesday, March 13, 2019). The original
statement will be retained in the City Clerk's office and/or forwarded to the Fair Political Practices
Commission (FPPC), if applicable.

Purpose: To affect positive growth in young adults through a variety of activities that will generate interest and participation within the community. This
