RECOMMENDED ACTION: Adopt resolution authorizing sole source purchase of one digester
recirculation Wemco pump, for White Slough Water Pollution
Control Facility, from Muniquip, LLC, of Roseville, in the amount of
$21,670.
BACKGROUND INFORMATION: White Slough Wastewater Pollution Control Facility (WSWPCF) has
four digester units. The digester recirculation pumps are designed
to mix the contents in the digesters in order to encourage the
biological processes in the digester units. The wastewater treatment process depends on the reliable
operation of the recirculation pumps to adequately stabilize the solids within the waste stream.
Digester No. 2 was constructed in 1967 as part of the original WSWPCF construction. The recirculation
pump for this digester is over 20 years old and has exceeded its useful life. The pump replacements
are part of our preventative maintenance program for WSWPCF, intended to reduce operation and
maintenance costs and improve process reliability. All four digesters operate Wemco recirculation
pumps for standardization purposes. Muniquip, LLC is the sole source vendor of Wemco pumps for
Northern California (Exhibit A).
Staff recommends authorizing sole source purchase of one digester recirculation Wemco pump, for
White Slough Water Pollution Control Facility, from Muniquip, LLC, of Roseville, in the amount of
$21,670.
FISCAL IMPACT: Replacing the over 20 -year old recirculation pump will reduce operations
and maintenance .costs while improving process reliability. This project
does not impact the General Fund.
FUNDING AVAILABLE: Funds for this project are budgeted in Capital Improvement Account for
Fiscal Year 2018/19 (53199000.77030).

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE SOLE -SOURCE PURCHASE OF ONE DIGESTER
RECIRCULATION WEMCO PUMP FOR WHITE SLOUGH
WATER POLLUTION CONTROL FACILITY FROM
MUNIQUIP, LLC, OF ROSEVILLE
WHEREAS, the White Slough Water Pollution Control Facility (WSWPCF) has four
digester units; and
WHEREAS, the digester recirculation pumps are designed to mix the contents in the
digesters in order to encourage the biological processes in the digester units, and the
wastewater treatment process depends on the reliable operation of the recirculation pumps to
adequately stabilize the solids within the waste stream; and
WHEREAS, Digester No. 2 was constructed in 1967 as part of the original WSWPCF
construction, and the recirculation pump is over 20 years old and has exceeded its useful life;
and
WHEREAS, per Lodi Municipal Code §3.20.070, the bidding process may be dispensed
when the commodity can be obtained from only one vendor, due to the need for branded
replacement parts or supplies for equipment of like brand; and
WHEREAS, staff recommends authorizing the sole -source purchase of one digester
recirculation Wemco pump for White Slough Water Pollution Control Facility from Muniquip,
LLC, of Roseville, in the amount of $21,670.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the sole -source purchase of one digester recirculation Wemco pump for White Slough
Water Pollution Control Facility from Muniquip, LLC, of Roseville, California, in the amount of
$21,670.
