Services for City Facilities

RECOMMENDED ACTION Approve specifications and authorize advertisement for bids for
janitorial services for City facilities.
BACKGROUND INFORMATION: This project consists of the janitorial specifications and contract
requirements to service City facilities. Changing expectations in the
quality and frequency of janitorial service indicate the need to
update specifications and contract management, which requires appropriate re -bidding of the janitorial
services contract. The Public Works Facilities Services Division oversees the janitorial contract for the
City.
The specifications provide for complete janitorial services for City facilities on both a scheduled and
on -demand basis. Staff is including expanded scope of services to include additional restroom cleanings
at the Lodi Public Library and on-call removal of human waste at City facilities. These additional services
are being added to address ongoing issues associated with the homeless population. It is anticipated
these expanded services will increase annual sanitation costs. The specifications also include the
provision of paper products and other supplies to keep facilities sanitary. Initial term of the contract will
be for two years, commencing on July 1, 2019, with an option to renew for two additional two-year terms,
for a total of six years if all extensions are executed.
The specifications will be on file in the Public Works Department. The planned bid opening date is March
20, 2019. The contract will be awarded following Council approval of the Fiscal Year 2019/20 budget.
FISCAL IMPACT:
The cost of janitorial services is estimated to be in excess of $200,000 per
year and is to be included in the Fiscal Year 2019/20 operations budgets
for the Electric Utility, Parks, Recreation and Cultural Services, Library, and
Public Works Departments.
FUNDING AVAILABLE: Funding will be identified at project award.
