Roll Call by City Clerk An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday, March 5, 2019, commencing at 7:01 a.m. Present: Council Member Johnson, Council Member Nakanishi, Mayor Pro Tempore Kuehne, and Mayor Chandler Absent: Council Member Mounce Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Ferraiolo NOTE: Council Member Johnson participated in the meeting via teleconference. B. Topic(s) B-1 Receive Update on Office of Emergency Services Vehicles and Fire Station 2 Training Upgrade (FD) Fire Chief Gene Stoddart provided a PowerPoint presentation regarding California Office of Emergency Services (OES) vehicles. Specific topics of discussion include current OES Engine 338, OES planned fleet expansion, OES Type III engine, OES Type VI engine, and benefits to the City. In response to Mayor Pro Tempore Kuehne, City Manager Schwabauer stated the proposal is to trade the OES Type I engine for a Type III and Type VI to have a more versatile fleet. Chief Stoddart added the City sent a letter to OES expressing interest in this proposal, but it is not a guarantee at this time. Council Member Nakanishi expressed support for the proposal. Chief Stoddart stated the idea came from the labor unit because the firefighters would like to be deployed more often and it adds greater resources to the Department. Myrna Wetzel, member of the public, questioned why some fire vehicles are red and some are white, to which Chief Stoddart responded that vehicle colors are decided by each agency and there are many different colors across the country. Chief Stoddart provided a PowerPoint presentation regarding Fire Station 2 training upgrade. Specific topics of discussion included challenges, potential available training space, potential basic layout, 3D view, street view, potential street view, and costs. Council Member Johnson questioned if the Fire Department considered adding on to the Police Department's training proposal at the White Slough Water Pollution Control Facility, to which Chief Stoddart replied the long-term goal is to carve out a section for the Fire Department, but this short-term option is a nearby training opportunity that is inexpensive to implement. Mr. Schwabauer added this $5,000 project is inexpensive and provides quick, easy access for the Fire Department while enabling firefighters to remain inside of its call radius. Council Member Nakanishi expressed support for the training proposal. Mayor Pro Tempore Kuehne stated he witnessed the Fire Department's training first-hand and can attest to the importance of maintaining and improving firefighter skills. He expressed support for the proposal because of the low cost, the training opportunities it will provide Lodi firefighters 1 and other agencies, and because the Conex boxes will be disguised from public view. Myrna Wetzel questioned where Fire trains for high -story fires and if there is a plan to provide such an opportunity in town. Chief Stoddart stated that is a long-range goal because the cost is significant. He stated there are properties in town that allow firefighters to practice in stairwells, as well as simulated training. Currently, the Fire Department goes to Stockton for most of this type of training. He added that, thanks to Measure L, Fire Engine 1 will be back in full service, which will no longer leave the Department short-staffed on engines during out-of-town training. In further response, Chief Stoddart stated that a four-story building is sufficient to provide training because it is all about stamina and that citizens are not allowed to participate in firefighter training due to liability concerns. Mayor Chandler expressed support for the proposals and was pleased to hear about the overwhelming moral support throughout the Department. C. Comments by Public on Non -Agenda Items None. D. Ferraiolo City Clerk 2 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA ITEM AGENDA TITLE: Receive Update on OES Vehicles & Fire Station 2 Training Upgrade MEETING DATE: March 5, 2019 PREPARED BY: Fire Chief RECOMMENDED ACTION Receive update on OES vehicles & fire station 2 training upgrade BACKGROUND INFORMATION: The City of Lodi currently houses a Type 1 fire engine from the State of California Office of Emergency Services. The engine is a 2006 Westates model that holds 800 gallons of water and a crew of four fire personnel. OES 338 has been deployed every year and has also been used as a reserve engine within the city. Due to the increased need for resources, Cal OES is looking for agencies willing to take on both a Type III & Type VI engine. This would increase the capability of Lodi Fire's fleet. Type III engines are designed for wildland firefighting and hold 500 gallons of water. The Type VI engine is able to maneuver into smaller places and could be used locally for grass fires in the Lodi Lake Nature Area, or other areas. If selected by Cal OES, the department would return the Type I engine. The second item for discussion is the challenges Lodi Fire faces locating facilities to perform trainings with crews. There is a need to have a training location to simulate real life scenarios. It is difficult to find places to flow water into a building, properties for personnel to train on Urban Search and Rescue scenarios, and locations with bathrooms and parking. Currently, there is potential training space on the gravel area on the north side of Station 2 to place three Conex boxes and create a simulated single family dwelling. This will provide crews with a place to train and pull lines through a simulated structure while flowing water. Time and effort required to bring this project together, as well as obtaining donations, will be a large task shared by Fire personnel. Costs Staff has made contact with a company out of Stockton who can deliver one 40' and one 20' Conex to Station 2 with shipping and tax for approximately $4450.00. Bids will be obtained when the time comes. Time and effort required to bring this project together, as well as obtaining donations, will be a large task shared by Fire personnel. Staff has identified metal siding for the roof props, which could be donated. Questions?
