HomeMy WebLinkAboutAgenda Report - June 20, 2018 C-24 PHTM CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: MEETING DATE: PREPARED BY: AGENDA ITEM C-24 Set a Public Hearing for August 1, 2018, to Consider and Approve an Amendment of the Community Development Block Grant (CDBG) 2017-18 Annual Action Plan to Accommodate the Reallocation of Unused CDBG Funds June 20, 2018 Community Development Director RECOMMENDED ACTION: BACKGROUND INFORMATION: Set a public hearing for August 1, 2018, to consider and approve an amendment to the Community Development Block Grant (CDBG) 2017-18 Annual Action Plan to accommodate the reallocation of unused CDBG funds. A public hearing is required for a substantial amendment to an action plan. The requirements are outlined in the Lodi Citizen Participation Plan, which follows federal requirements. The 2017-18 Annual Action Plan describes the activities and funding amounts for projects occurring during that year. Certain reallocations of CDBG funds from one project or activity to another require a formal public review and public hearing process, called a substantial amendment. Approximately $92,000 of CDBG funding is available for reallocation due to the cancellation of one project and leftover funds from another project. More details will be provided in the staff report for the public hearing. The public review and comment period for this Action Plan amendment begins July 2, 2018 and will end August 1, 2018. The City Council will consider approval and adoption of the 2017-18 Annual Action Plan amendment and provide an opportunity for public comment for all of those actions at the August 1, 2018 meeting. FISCAL IMPACT: The 2017-18 Annual Action Plan amendment documents are being completed as an administrative activity that is funded through the City's CDBG administrative allocation from U.S. Department of Housing and Urban Development (HUD). Eligible activities include property acquisition, public improvements, housing rehabilitation, economic development, and public services. As a recipient of Community Development Block Grant (CDBG) funding, the City developed the 2017- 18 Annual Action Plan which describes how the City utilizes program funds for eligible activities during the fiscal year. The Action Plan can be amended as needed to reallocate funds to housing and community development activities. Approximately $92,000 of CDBG funding became available for reallocation to other activities due to the cancellation of the One -Eighty Teen Center Improvements project and from leftover funds from Lawrence ADA Parking Improvements project. The City proposes to reallocate those funds among the following three 2017-18 projects: LodiHouse HVAC Replacement, LodiHouse Enrichment Center Reroof, and Blakely Park North Pool Improvements. More details of the reallocation will be provided in the public hearing staff report. 2017-18 Annual Action Plan Amendment documents will be made available to the public for at least 30 days before adoption by the City Council. The documents will be released on July 2, 2018 for public review and comment, and will be available at City Hall and the City's Community Development website www.lodi.gov/community_development/Neighbhorhoods/CDBG. A public hearing will be held on August 1, 2018 for review and adoption of this 2017-18 Annual Action Plan Amendment. The purpose of this public hearing will be to give citizens an opportunity to make their comments known regarding reallocation of funds.
