MEETING DATE: June 20, 2018 PREPARED BY: Public Works Director RECOMMENDED ACTION: Approve plans and specifications and authorize advertisement for bids for Police Station Sanitary Sewer Lift Station Improvements and adopt resolution authorizing sole source procurement of the Flygt Concertor Submersible Pump System from Shape, Inc. BACKGROUND INFORMATION: The existing sanitary sewer lift station serving the Police facility was installed 2002. The submersible pumps installed with the lift station are designed to grind up solids and most items flushed into the toilets by prisoners; however, the pumps are now worn and no longer perform properly, resulting in frequently clogged toilets. Over the past six months, there has been a significant increase in maintenance visits, often late at night on overtime hours. This project will include replacing the existing duplex submersible pumps, underground conduits, float controls and control panel with the new Concertor Pumping System. The project also includes removing the electrical pull box within the wet well and providing new pump feeds directly from the new control panel to the submersible pumps, all as shown on the plans and specifications for the above project. The specifications are on file in the Public Works Department. The planned bid opening date is July 11, 2018. The project estimate is $90,000. Xylem, Inc., the parent company to Flygt, has developed a new, self-cleaning pumping system, which includes functions that significantly reduce clogging and maintenance. The system also increases energy savings, and provides remote communication allowing operators to view and operate the pump system using their smart phone or tablet. Based on the frequent maintenance requirements, the existing lift station has reached the end of its useful life. Based on Staff research, the proposed pumping system offers a good solution to the chronic issue of prisoners flushing large items down the toilets in the jail and replacing the existing pump station. For this project only, Staff recommends authorizing sole source procurement of the Flygt Concertor Submersible Pump System from Shape, Inc., the only distributor of this pump system. FISCAL IMPACT: The project will reduce maintenance costs and enhance the reliability of the Police Station facility pumping system. PMAC need a VFD to operate — having the VFD in top of the motor, the VFD will be in a more controlled environment — the environment temperature is lower and constant and dust will not affect the service life of the VFD, the VFD will also be covered under the pump/motor Five (5) year warranty 5. Electricity is estimated to comprise approximately 95% to 97% of the total LIFE CYCLE COST of electric motors, so energy savings with PMAC motor significantly reduce the total investment and reduce the time frame of the payback benefits Also, keep in mind you have the following benefits with the Concertor pump/motor/control system: 1. This new cost saving system will help a municipality eliminate the number of pump/motor units with different size of pumps, impeller trims, HP motors will have to inventory as spare/back-up units for their operating sanitary sewer lift stations. The Concertor will reduce the number of spare/standby pump/motors that a municipality must keep in their inventory. 2. The system integrated intelligence monitors the pump/motor in operation and can determine when the unit is partially or completely ragged up and reverse the rotational direction of the pump to relieve the "N" impeller of any wastewater debris collected on the impeller. 3.
