RECOMMENDED ACTION: That the City Council authorize the City Manager to execute Department of
Energy Western Area Power Administration (Western) Contract 92 -SAO -
20056, Exhibit A, Revision 4 (attached).
BACKGROUND INFORMATION: As provided for in the above contract, Westlands Water District has recalled a
portion of the City's Western power allotment. Revision 4 identifies the City's
new power allotment as augmented by additional Western diversity Power
through December 1, 2000. The City will still incur a net loss of approximately two and one-half percent of its power
supply resources as a result which will need to be replaced before summer 2001.

EXHIBIT A
(Contract Rate of Delivery)
1. This Exhibit A, Revision 4, to be effective under and as a part of Contract 92 -SAO -20056
(Contract) shall become effective August 1, 2000; shall supersede the current Exhibit A; and
shall remain in effect until superseded by another Exhibit A or upon termination of the
Contract.

3. In accordance with Western's Final 1994 Power Marketing Plan published in the Federal
Register on October 5, 1992, Western will convert a portion of Lodi's Westlands Withdrawable
Power to Diversity Power effective on the dates and in the amounts specified in Section 2
above. Diversity Power requires a customer, at the request of Western, to reduce its schedule
of Western power in the, event that there is a reasonable certainty, as determined by Western,
that the system simultaneous demand of the Central Valley Project will exceed 1152 MW, or
the then existing load level limitation under Contract 14-06-200-2948A. For curtailment
purposes, Diversity Power will be the power scheduled in excess of Long Term Firm and
Westlands Withdrawable Power. Diversity Power will be subject to a one- (1) year written
notice of termination. Western's dispatchers or schedulers may call upon Diversity Power with
a minimum of one (1) hour's notice, with such curtailment becoming effective at the beginning
of the hour or half hour, for hourly increments, with no increase in schedules of Western power
allowed until notified by Western.
4. Energy Entitlements, including minimum annual requirements, and Maximum Coincident
Allocations will not be affected by curtailments of Diversity Power.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
EXECUTION OF THE WESTERN AREA POWER
ADMINISTRATION REVISION 4 TO WESTERN CONTRACT
NO. 92 -SAO -20056, EXHIBIT A
BE IT RESOLVED, by the City Council of the City of Lodi that Exhibit A, Revision 4
to the United States of America Department of Energy Western Area Power
Administration Contract No. 92 -SAO -20056 is approved, and the City Manager or other
designee are authorized and directed on behalf of the Lodi City Council, to execute and
deliver such agreement on behalf of the City of Lodi.
