HomeMy WebLinkAboutAgenda Report - August 2, 2000 E-14• •COUNCIL • • q<%FOR`P AGENDA TITLE: Approval of Location of the San Joaquin County Household Hazardous Waste Consolidation Facility MEETING DATE: August 2, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution approving the siting and construction of a Countywide household hazardous waste consolidation facility. BACKGROUND INFORMATION: In 1992, San Joaquin County, in cooperation with the incorporated cities, adopted a Household Hazardous Waste Element (HHWE) of the Integrated Waste Management Plan. The HHWE addressed the management of household hazardous waste generated in San Joaquin County and recommended the future construction of a household hazardous waste consolidation facility. At that time, it was agreed that prior to construction of the facility, the cities and County would have an opportunity to review the proposed site. The County prepared a Household Hazardous Waste (HHW) Consolidation Facility Site Study that was approved on March 14, 2000, by the County Integrated Waste Management Task Force. The Task Force consists of an elected official from the cities within San Joaquin County and the County itself. The study recommended that the facility be located within the Air Metro Business Park at the Stockton Metropolitan Airport. At the March 14 meeting, the Task Force also recommended that each city and the San Joaquin County Board of Supervisors approve the selection of the site for construction of the HHW facility. The County Board of Supervisors conceptually approved the siting on April 25, 2000, and authorized Public Works staff to proceed with the preliminary design work. The proposed facility will support goals identified in the Countywide HHWE that include construction of an HHW consolidation facility where residents can drop off their HHW on an ongoing basis. Additionally, the facility will allow the management of the region's HHW in a more cost-efficient manner and will provide additional HHW services to residents. The County will continue to sponsor the HHW collection in Lodi on an annual basis until a satellite location for an HHW pickup site within the city limits is established. When the site is established, it will be opened and manned by County staff on a weekly basis, or on a schedule that will meet the demands of our City. The estimated construction costs to build and equip the new facility are $500,000. This cost will be paid from County Service Area No. 53 funds generated by Countywide assessments on residential properties. This assessment was established a number of years ago with the intent of providing this kind of service. County staff was granted $150,796 by the California Integrated Waste Management Board to augment facility construction costs, and other grant funding is being sought. The City of Lodi will be having its annual HHW event on August 25 and 26 at Salas Park. Notices will be sent out by the County, ads placed in the newspaper, and a notice of the event will also appear on the City utility billings during August. FUNDING: None required. Richard C. Dixon Flynn -- City Manager CHHWSITE 07/25/00 RESOLUTION NO. 2000-136 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE SITING AND CONSTRUCTION OF A COUNTYWIDE HOUSEHOLD HAZARDOUS WASTE CONSOLIDATION FACILITY WHEREAS, the Integrated Waste Management Act of 1989 required that local jurisdictions establish a household hazardous waste program; and WHEREAS, the City Council of the City of Lodi did request the formation of a County Service Area comprised of the unincorporated areas of the County and those Cities within the County consenting to be included for the purpose of providing a Countywide household hazardous waste program for area residents; and WHEREAS, the City Council of the City of Lodi did approve and adopt the document referred to as "Household Hazardous Waste Element, San Joaquin County," a copy of which is on file at the City of Lodi Public Works Department; and WHEREAS, in said Element, the County of San Joaquin and the incorporated Cities within said County identified as a goal, the construction of a Household Hazardous Waste Consolidation Facility, and required that the Cities consider and approve the site; and WHEREAS, San Joaquin County has prepared a Household Hazardous Waste (HHW) Consolidation Facility Site Study recommending that the HHW Consolidation Facility be located within the Air Metro Business Park at the Stockton Metropolitan Airport; and WHEREAS, the local Integrated Waste Management Task Force has reviewed the HHW Consolidation Facility Site Study and recommends that each of the Cities and the San Joaquin County Board of Supervisors approve the selection of the Air Metro Business Park location for construction of a HHW Consolidation Facility; and WHEREAS, on April 25, 2000, the Board of 6upervisors conceptually approved siting the facility at the Stockton Metropolitan Airport and authorized Public Works staff to proceed with the plans and specifications for construction of the facility. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi hereby approves the selection of the Air Metro Business Park location for construction of a HHW Consolidation Facility.
