SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
TUESDAY, OCTOBER 30, 2018
A. Call to Order / Roll Call
The Special City Council meeting of October 30, 2018, was called to order by Mayor Nakanishi at
7:02 a.m.
Present: Council Member Chandler, Council Member Johnson, Council Member Kuehne,
Mayor Pro Tempore Mounce, and Mayor Nakanishi
Absent: None
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Ferraiolo
NOTE: Council Member Johnson participated in the meeting via teleconference.
NOTE: City Council Appointees Schwabauer, Magdich, and Ferraiolo were only present in Closed
Session during their individual evaluations before the City Council.
B. Regular Calendar
B-1 Authorize City Manager to Execute Contract with Michael Baker International, of
Rancho Cordova, to Prepare Homeless Emergency Assistance Program Grant Application
($10,000) (CM)
City Manager Schwabauer provided a brief report on the request to authorize the City Manager to
execute a contract with Michael Baker International to prepare the Homeless Emergency
Assistance Program (HEAP) application. Specific topics of discussion included early stages of the
grant application process; no specific project or location at this time; concept as recommended by
the Committee on Homelessness to construct housing for graduates from structured programs
such as Lodi House or the Ready to Work Program; HEAP guidelines would be met but likely a
low -scoring application; no others in the County proposing temporary "sprung style" housing
projects; and the recommendation is not a City commitment to a project but it enables the City to
submit an application.
In response to Mayor Pro Tempore Mounce, Mr. Schwabauer stated he brought the matter
forward to give Council an opportunity to weigh in on the concept; the grant application is due in
three weeks; the San Joaquin County Housing Authority would take ownership and operation of
the project; no location has been selected, but it could be on the east side of town or even a
vacant lot within the City; and the concept would likely include roughly six tiny houses because
construction and permitting costs would be significantly lower than building a new structure or
refurbishing an existing facility.
Mayor Nakanishi stated he would support the recommendation because the City has no funding
to address the housing issue, the recommendation comes from the Committee on Homelessness,
and because it is important to cooperate with other cities in the county on this problem.
In response to Myrna Wetzel, member of the public, Mr. Schwabauer stated that a project such
as this would be allowed in areas zoned with mixed uses, but it would not be permitted in strictly
industrial -zoned areas.
Council Member Kuehne made a motion, second by Council Member Johnson, to authorize the
City Manager to execute a contract with Michael Baker International, of Rancho Cordova, to
prepare a Homeless Emergency Assistance Program grant application in the amount of $10,000.

Ayes: Council Member Chandler, Council Member Johnson, Council Member Kuehne, and
Mayor Nakanishi
Noes: Mayor Pro Tempore Mounce
Absent: None
C. Announcement of Closed Session
C-1 Review of Council Appointees - City Manager, City Attorney, and City Clerk to include
compensation evaluation (Gov. Code 54957)
D. Adjourn to Closed Session
At 7:15 a.m., Mayor Nakanishi adjourned the meeting to a Closed Session to discuss the above
matter. The Closed Session adjourned at 8:16 a.m.
E. Return to Open Session / Disclosure of Action
At 8:16 a.m., Mayor Nakanishi reconvened the City Council meeting, and Deputy City Manager
Andrew Keys disclosed the following action.
Item C-1 was discussion only with no reportable direction given.
F. Adjournment
There being no further business to come before the City Council, the meeting was adjourned at
8:16 a.m.
