AGENDA TITLE: Adopt Resolution in Support of Autonomous Vehicle Testing as a Public Safety
and Economic Development Incentive

RECOMMENDED ACTION: Adopt resolution in support of autonomous vehicle testing as a
public safety and economic development incentive.
BACKGROUND INFORMATION: This item appears on the agenda at the request of the Regional
Innovation for Sustained Excellence (RISE) committee, along with
San Joaquin County Supervisors Chuck Winn and Bob Elliott, that
all cities in San Joaquin County, including the City of Lodi, adopt a resolution in support of autonomous
vehicle testing over roads within the City's jurisdiction as a means to encourage the advancement of this
technology and to create economic benefit.
If approved, the resolution will be sent to the San Joaquin County Board of Supervisors, San Joaquin
Council of Governments, and the San Joaquin RISE Committee, which is composed of elected and
top-level leaders from the County and cities.

RESOLUTION NO. 2018-249
A RESOLUTION OF THE LODI CITY COUNCIL SUPPORTING
AUTONOMOUS VEHICLE TESTING AS A PUBLIC SAFETY
AND ECONOMIC DEVELOPMENT INCENTIVE
WHEREAS, the introduction of passenger and freight vehicles operating with
autonomous functionality is imminent and likely to profoundly affect our lives and our
communities; and
WHEREAS, these vehicles have the potential to greatly reduce or eliminate traffic
fatalities caused by human error and distraction. Furthermore, intelligent vehicles will reduce
congestion, emissions, and the need for costly additions of lanes to busy roadways; and
WHEREAS, to study the potential for connected and autonomous vehicles, the
Contra Costa Transportation Authority led the development of a test facility, named
GoMentum Station. Since then, GoMentum was designated by the United States Department of
Transportation as one of ten connected and autonomous vehicle test facilities; and
WHEREAS, many companies in the region have been successfully pioneering similar
vehicle systems in the passenger, freight, and transit fields, and there exists a robust
community of software and technology companies whose development can be encouraged by
supportive cities and counties; and
WHEREAS, it is a goal to engage in strategic economic development initiatives that will
create high -paying employment opportunities to strengthen the overall economy and provide
benefit to all citizens. Communities and states that are first to embrace this life-saving and
transformational technological advancement will stand to gain the most potential economic
benefit.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that it does hereby
support and welcome the testing and operation of intelligent vehicles on streets and roads over
which the City of Lodi has jurisdiction in accordance with applicable law, as a means to
encourage the advancement of this technology and to create economic benefit, and will, if
necessary, work collaboratively with other jurisdictions in San Joaquin County to address any
issues that arise in order to best protect the safety of our citizens.
