AGENDA TITLE: Accept Improvements Under Contract for Well 24 Rehabilitation Project

RECOMMENDED ACTION: Accept improvements under contract for Well 24 Rehabilitation
Project.
BACKGROUND INFORMATION: Well 24 is located at 640 North Stockton Street (the Grape Bowl
site) and was constructed in 1992. Since then, well production has
steadily decreased to where, under certain conditions, the pumping
water level fell below the pump intake. The City hired a contractor to remove the pump and perform a
video inspection of the well casing in December 2017. The video inspection showed the well casing was
severely encrusted with scale that restricted the well screen openings. The video also revealed more
than six feet of silty material at the bottom of the well. The inspection of the pump equipment reflected a
substantial amount of wear and tear, indicating that it had reached its expected useful life of more than
20 years.
This project consisted of performing video inspection of the water well, cleaning the well casing,
inspecting and replacing the deep well turbine pump equipment, and other incidental and related work as
shown on the plans and specifications for the project.
The contract was awarded to Zim Industries, Inc., of Fresno, in the amount of $132,280, on March 7,
2018. The contract has been completed in substantial conformance with the plans and specifications
approved by City Council on January 17, 2018. Pictures of the completed work are shown in Exhibit A.
The final contract price was $165,617.50. The difference between the contract amount and the final
contract price is mainly due to one contract change order. Change Order No.1 included extra well
cleaning and development work needed to address the severely encrusted scale, increased pump
column length, and extra cost for the new pump based on the pump test conducted after the well
development. The contractor provided a two-year warranty bond for the pump equipment as specified
for the project ($33,337.50).
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors
that the project is complete and begins their 30 -day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT:
The project will increase production while decreasing maintenance and
operating costs of the water well due to the new pump equipment and
clean well screen.
