Adopt Resolution Ratifying Expenses and Authorizing City Manager to Execute
Change Orders to White Slough Water Pollution Control Facility 2017 Irrigation
System Improvements Project ($100,000)
November 15, 2018
Public Works Director
RECOMMENDED ACTION:
Adopt resolution ratifying expenses and authorizing City Manager to
execute change orders to White Slough Water Pollution Control
Facility 2017 Irrigation System Improvements Project, in an amount
not -to -exceed $100,000.
BACKGROUND INFORMATION: On December 6, 2017, Council awarded the contract for White
Slough Water Pollution Control Facility 2017 Irrigation System
Improvements Project to DSS Company dba Knife River
Construction, of Stockton, in the amount of $1,022,362.
Contract change orders are generally used to formalize changes in construction and maintenance
contracts to add to or subtract from the scope of work. For the past 15 years it has been the City's
practice for Staff to authorize contract change orders as long as the total contract amount stays within the
budgeted appropriation, originally approved by Council.
The City's change order policy (and other financial policies) is currently under review. During the review
period (anticipated to take several months), Staff is requesting project specific Council action authorizing
the City Manager to execute change orders on construction and maintenance contracts.
This project is not yet complete. The not -to -exceed change order amount of $100,000 is an estimate at
this time. In accordance with current practice, the reason and the change order amount will be provided
to Council at project acceptance.
Staff recommends ratifying expenses and authorizing City Manager to execute change orders to White
Slough Water Pollution Control Facility 2017 Irrigation System Improvements Project, in an amount not -
to -exceed $100,000.
FISCAL IMPACT: No additional expenditures are being considered beyond the original
appropriation. There is no fiscal impact.
