AGENDA TITLE: Adopt Resolution Approving Revisions to Compensation and Other Benefits for
Confidential Mid -Management Employees for the Period January 1, 2018 through
December 31, 2019

RECOMMENDED ACTION: Adopt resolution approving revisions to compensation and other
benefits for Confidential Mid -Management employees for the period
January 1, 2018 through December 31, 2019.
BACKGROUND INFORMATION: Historically, the City Council has treated the confidential
(unrepresented) employees in the same manner as their
represented counterparts. With the approval of a successor
Memorandum of Understanding (MOU) with the Lodi Mid -
Management Association (LCMMA); staff is requesting the same revisions be provided to the
Confidential Mid -Management employees as follows.
• Increase to the City's maximum contribution to healthcare premiums by 5%.
• Amend the Flexible 125 plan to provide for carryover of contributions.
• Special bank of 80 hours of non-cashable leave to be used by December 31, 2019.
• Three percent (3%) salary adjustment, effective October 8, 2018, for a three percent (3%) employee
contribution (cost-sharing) of the employer's normal contribution toward CaIPERS, pursuant to
Government Code Section 20516.
Staff recommends that the Council approve the revisions to compensation and other benefits for
confidential mid -management employees.
FISCAL IMPACT:
FUNDING AVAILABLE:
The total long term annual cost of the proposed agreement is $9,511 once
the PERS cost sharing contract is implemented. For the four months prior
to the PERS cost sharing implementation, additional cost will be
approximately $8,800 ($2,200 per month) as the 3% salary adjustment is
effective as of October 8, 2018. City staff will work with CaIPERS to
implement the cost sharing as soon as administratively possible.
It is anticipated that existing appropriations will be sufficient to cover
increased costs due to vacancies throughout the City. Budget adjustments
within funds will be necessary and executed at a staff level as authorized
by the City of Lodi Budget and Fiscal Policies.

A RESOLUTION OF THE LODI CITY COUNCIL
AMENDING SALARY AND BENEFITS FOR THE
CONFIDENTIAL MID -MANAGEMENT EMPLOYEES
FOR THE PERIOD JANUARY 1, 2018
THROUGH DECEMBER 31, 2019
WHEREAS, historically, the Council has treated the confidential (unrepresented)
employees in the same manner as their represented counterparts; and
WHEREAS, the City has negotiated a successor Memorandum of Understanding with
Lodi City Mid -Management Association (LCMMA) that provides amendments to salary and
benefits; and
WHEREAS, it is recommended that Council provide the same salary and benefits to the
Confidential Mid -Management employees as those provided to the represented LCMMA
employees as follows:
• Term: January 1, 2018 to December 31, 2019.
• Increase the City's maximum contribution to healthcare premiums by 5%.
• Amend the Flexible 125 plan to provide for carryover of contributions.
• Add a bank of 80 hours of non-cashable leave to be used by December 31, 2019.
• Three percent (3%) salary adjustment, effective October 8, 2018, for a three percent
(3%) employee contribution (cost-sharing) of the employer's normal contribution toward
CaIPERS, pursuant to Government Code Section 20516, effective as soon as
administratively possible.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the amendments to the salary and benefits for Confidential Mid -Management employees.
