HomeMy WebLinkAboutAgenda Report - November 7, 2018 H-01CITY OF LODI COUNCIL COMMUNICATION TM AGENDA ITEM AGENDA TITLE: Adopt Resolution Approving Revisions to Contracts for Lodi Executive Management Employees (Excluding Council Appointees) for January 1, 2018 through December 31, 2019 MEETING DATE: SUBMITTED BY: November 7, 2018 City Manager RECOMMENDED ACTION: Adopt resolution approving revisions to contracts for Lodi Executive Management employees (excluding Council Appointees) for January 1, 2018 through December 31, 2019. BACKGROUND INFORMATION: The City has successfully negotiated contracts with all of the Mid - Management bargaining units providing amendments to compensation and benefits through 2019. Staff is requesting that the Executive Management employees be extended the same amendments as extended to all Lodi Mid Managers. Staff is requesting the following amendments for the Deputy City Manager; Electric Utility Director; Fire Chief; Library Director; Parks, Recreation and Cultural Services Director; Police Chief; and Public Works Director: • Increase to the City's maximum contribution to healthcare premiums by 5%. • Amend the Flexible 125 plan to provide for carryover of contributions. • Special bank of 80 hours of non-cashable leave to be used by December 31, 2019. • Three percent (3%) salary adjustment, effective October 8, 2018, for a three percent (3%) employee contribution (cost-sharing) of the employer's normal contribution toward CaIPERS, pursuant to Government Code Section 20516. Staff recommends that Executive Management e FISCAL IMPACT: FUNDING AVAILABLE: the Council approve the revisions to compensation and other benefits for mployees. The total long term annual cost of the proposed agreement is $10,100 once the PERS cost sharing contract is implemented. For the four months prior to the PERS cost sharing implementation, additional cost will be approximately $13,000 ($3,250 per months) as the 3% salary adjustment is effective as of October 8, 2018. City staff will work with CaIPERS to implement the cost sharing as soon as administratively possible. It is anticipated that existing appropriations will be sufficient to cover increased costs due to vacancies throughout the City. Budget adjustments within funds will be necessary and executed at a staff level as authorized by the City of Lodi Budget and Fiscal Policies. APPROVED: felthWiV Stev chwab: - ity Manager Stephe chwab' =r, City Manager RESOLUTION NO. 2018-214 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING COMPENSATION AND BENEFIT MODIFICATIONS TO THE EXECUTIVE MANAGEMENT (EXCLUDING COUNCIL APPOINTEES) EMPLOYEE CONTRACTS EFFECTIVE JANUARY 1, 2018 THROUGH DECEMBER 31, 2019 WHEREAS, the City has completed negotiations with all Mid -Management bargaining units; and WHEREAS, Council approved modifications to compensation and benefits provided to the Mid -Management bargaining units; and WHEREAS, it is recommended that Council approve the following compensation and benefit modifications to the Executive Management (excluding Council Appointees) employee contracts, similar to modifications provided to the Mid -Managers: • Increase to the City's maximum contribution to healthcare premiums by 5%. • Amend the Flexible 125 plan to provide for carryover of contributions. • Special bank of 80 hours of non-cashable leave to be used by December 31, 2019. • Three percent (3%) salary adjustment for a three percent (3%) employee contribution (cost- sharing) of the employer's normal contribution toward CaIPERS, pursuant to Government Code Section 20516. WHEREAS, staff recommends the above amendments for the Deputy City Manager; Electric Utility Director; Fire Chief; Library Director; Parks, Recreation and Cultural Services Director; Police Chief; and Public Works Director. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve compensation and benefit modifications to Executive Management (excluding Council Appointees) employee contracts.
