RECOMMENDED ACTION
Adopt resolution authorizing the City Manager to authorize a grant
application submittal for a new alternative fuel vehicle through San
Joaquin Valley Air Pollution Control District's Public Benefit Grants
Program
BACKGROUND INFORMATION: The San Joaquin Valley Air Pollution Control District (SJVAPCD) is
currently providing funding opportunities under several components
of its Public Benefit Grants Program to local public agencies. The
Public Benefit Grants Program is intended to bring into alignment the objectives of the San Joaquin
Valley Air Pollution Control District and the needs faced by local public governmental agencies. Outlined
in the grant is their mission to provide funds towards a wide variety of clean -air, public -benefit projects
which will provide a direct benefit to valley residents. This component provides funding for the purchase
of new alternative fueled vehicles (Electric, Plug -In Hybrid, CNG, LNG, LPG, etc.). Applications for this
component are currently being accepted on a first-come, first -serve basis with a maximum funding of
$20,000 per vehicle and a limit of $100,000 per agency per year. Staff has researched a vehicle that
meets the requirements of this grant and the needs of the agency and the community.
The Fire Department has historically provided EMS services at various community events such as the
semi-annual Street Faire, Parade of Lights, and Fourth of July at Lodi Lake. These events have posed a
challenge with patient access and transport due to limited space, varied terrain, and the presence of
Targe crowds. The addition of a Utility Task Vehicle (UTV) would alleviate these challenges. Other
potential uses include providing access to the river, whether in Lodi Lake Park or outside. Access for fire
apparatus in these areas has proven difficult. With the increase of homeless encampment fires, a UTV
would be an asset. This grant opportunity affords the fire department the ability to better serve the public
at no cost to the City. Reimbursement takes place after the new vehicle is purchased and all required
documents are submitted to SJVAPCD.
If awarded, the term of the contract is a three (3) year commitment in which the City will be responsible to
have existing charging/fueling infrastructure to accommodate the new vehicle, maintain replacement
value insurance for the vehicle, and properly maintain the new vehicle according to the manufacturer's
recommendations. The department would increase its expenditures in an amount not to exceed $20,000
(10041000.77040) as well as increase revenues (10041000.56007) in an amount not to exceed $20,000
with a net impact of zero dollars on the operating budget.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO AUTHORIZE A GRANT APPLICATION SUBMITTAL FOR A
NEW ALTERNATIVE FUEL VEHICLE THROUGH SAN JOAQUIN VALLEY AIR

WHEREAS, the City of Lodi is a public agency located in the County of San Joaquin,
State of California; and
WHEREAS, the San Joaquin Valley Air Pollution Control District provides funding
opportunities under several components of its Public Benefit Grants Program to local public
agencies; and
WHEREAS, the Public Benefit Grants Program is intended to bring into alignment the

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
