RECOMMENDED ACTION: Adopt resolution authorizing sole source purchase of one grit
classifier, for White Slough Water Pollution Control Facility, from
Muniquip, LLC, of Roseville, in the amount of $73,486.
BACKGROUND INFORMATION: The grit classifier is part of a system that removes rock and other
larger particles from wastewater flowing into the treatment plant to
protect the downstream processes from premature wear.
Upon recent inspection, the grit classifier, built by Wemco Company, at White Slough Water Pollution
Control Facility (WSWPCF) was discovered to be severely corroded. This component, built by Wemco
Company, is one part of a larger grit separation system also built by Wemco Company, requiring the
need for the sole source purchase. Muniquip, LLC is the exclusive provider for Northern California. Staff
received a quote indicating it would cost approximately $53,000 to repair the unit. Upon further
evaluation, Staff determined it will be more cost effective, and in the best interest of the City, to replace
the existing 27 -year-old grit classifier, since the repair in cost is over 72 percent of the replacement cost.
The replacement grit classifier will be made of stainless steel and is less subject to the corrosive
environment at WSWPCF.
Staff recommends the sole source purchase of one grit classifier from Muniquip, LLC, of Roseville, in the
amount of $73,486.
FISCAL IMPACT:
The possibility of structural damage to the old classifier would mean
emergency repairs or replacement and possible damage to downstream
equipment while we wait for repairs. This project does not impact the
General Fund.
FUNDING AVAILABLE: Funds for this project have been budgeted in this Capital
Improvement Account for 2018/2019 (53199000.77030).

Dear Kenny,
We've received the following quotation for a replacement grit classifier tank assembly from Wemco which we are
forwarding to you for your consideration. Please note that this equipment offering is for only the classifier
assembly to duplicate your existing unit but excludes the cyclone and cyclone support frame. The proposed
classifier will duplicate your existing unit dimensionally thereby eliminating any need to reposition your cyclone
feed or discharge piping or grit discharge chute work.
Note also that the proposed classifier assembly will pe comprised of predominately 316 stainless steel
components to avoid the corrosive nature of this application and avoid the ongoing maintenance costs associated
with the upkeep of standard carbon steel components.
Accordingly, we are pleased to offer the following:
One (1) each — Wemco Model 12S grit classifier assembly to be supplied complete with:
• 12" straight sided classifier tank with support frame and protective cover (non airtight),
316 stainless steel
• 12" single pitch auger screw, 316 stainless steel
• Replaceable abrasion resistant carbon steel wear shoes with 316 mounting hardware
• Oil filled submersible lower bearing assembly with stellite seals and stainless steel lift -out
mechanism for servicing
• Cycloidal speed reducer drive, greased packed for minimal maintenance, V -belt driven
with 316 stainless steel belt guard and motor mount
• %: hp x 1800 rpm explosion proof sever duty drive motor for 230/460/3/60 power
• Stainless steel solenoid actuated sluice water valve for 120 vac service, ex -proof enclosure
• 316 stainless steel cyclone feed box with hinged top and rubber internal protective liners
• Non stainless components to receive shop blast and 2 -part epoxy paint finish
• Wemco standard 12 -month warranty against defects in material and workmanship
Total lot price for complete classifier assembly, including freight to jobsite $68,200.00

I have attached copies of Wemco's Limited Warranty statement as well as the sole source letter you'd requested
stating that MuniQuip LLC is Wemco/Weir Specialty Pumps' exclusive representative in northern California.
I should note that MuniQuip personnel can be on hand for the commissioning of this equipment if you so desire.
Start up of a new classifier requires adding sand to the classifier for "bedding" purposes and the adjustment of the
flow rate of the sluice water before grit is introduced to the Hydrogritter cyclone/classifier system.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE SOLE -SOURCE PURCHASE OF ONE GRIT CLASSIFIER
FOR WHITE SLOUGH WATER POLLUTION CONTROL
FACILITY FROM MUNIQUIP, LLC, OF ROSEVILLE
WHEREAS, the grit classifier is part of a system that removes rock and other larger
particles from wastewater flowing in the treatment plant to protect downstream processes from
premature wear; and
WHEREAS, upon recent inspection, the grit classifier was discovered to be severely
corroded; and
WHEREAS, it is more cost effective, and in the best interest of the City, to replace the
27 -year-old grit classifier; and
WHEREAS, per Lodi Municipal Code Section 3.20.070, bidding shall be dispensed with
when the commodity can be obtained from only one vendor; and
WHEREAS, staff recommends authorizing the purchase of one grit classifier from the
sole -source vendor, Muniquip, LLC, of Roseville, in the amount of $73,486.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the sole -source purchase of one grit classifier for White Slough Water Pollution
Control Facility from Muniquip, LLC, of Roseville, California, in the amount of $73,486.
