RECOMMENDED ACTION: Authorize City Manager to execute contract with Michael Baker
International, of Rancho Cordova to prepare Homeless
Emergency Assistance Program Grant Application.
BACKGROUND INFORMATION: The Lodi Committee on Homelessness has endorsed the City
filing an application for Homeless Emergency Assistance Program
Grant Funds. The Committee supports a 4-6 unit tiny homes
project on a vacant lot. The project would be owned and operated by San Joaquin County Housing
Authority and leased to program graduates of Salvation Army or Lodi House or similar. To date Lodi
has not found a nonprofit willing to pursue an alternate model.
Timelines are running fast for the HEAP application. The application was initially expected to be
relatively simple but has come in far more complex than the committee on homelessness can
coordinate. The City does not have the bandwidth in house to put the application together either.
Michael Baker does have the capacity and quoted an estimate of $10,000 to put the grant together. I
have the budget in the City Manager's consultant budget to accommodate the project and will also be
pursuing CDBG resources if available from unspent proceeds of other projects.
FISCAL IMPACT:
There is no impact to the General Fund, as the City Manager had
budgeted for miscellaneous professional services in the FY 2018/19
adopted budget.
FUNDING AVAILABLE: Funding is available in the City Manager's professional services budget,
